4-Security Clearance: This position has been designated National Security Level IV, Special Sensitive and requires the incumbent to obtain and maintain eligibility for a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access. Applicant must meet and continue to adhere to the requirements of a Tier 5 level background investigation. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 5 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures.

As a Records & Information Management Specialist, you will:

  • Develop policy for and ensure comprehensive guidance for implementation of modern, efficient, and systematic life-cycle management of all recorded bureau information regardless of media. Provide policy interpretation, procedural guidance, and oversight of mission-unique RIM programs in accordance with Treasury guidance. Survey and appraise FinCEN’s RIM programs at least once every three years and prescribe and ensure necessary corrective action is taken, as appropriate.
  • Ensure availability of RIM training for personnel. Organize a variety of training and briefing opportunities for new employees, senior management, information technology managers, program managers, and other stakeholders and promote RIM within the bureau using a variety of methods and techniques such as newsletters, posters, conferences, meetings, file clean-up campaigns, and so on. Train, evaluate, and assist division assignees in the accomplishment of bureau RIM objectives.
  • Maintain familiarity with Treasury’s Office of Privacy, Transparency, and Records, Washington National Records Center (WNRC), National Archives and Records Administration (NARA), General Accounting Office (GAO) and other oversight agencies' regulations and guidance as well as standards issued by such organizations as professional RIM literature. Oversee, survey, and appraise the methods and operations of division records liaisons.
  • Develop and direct bureau-wide programs to ensure adequate documentation of unit functions, actions, transactions, and decisions. Direct the development and periodic updating of FinCEN recordkeeping requirements; identify and apply records definitions; direct appropriate creation and use of forms, reports, correspondence, and directives. Consult with information system managers in the design of all new electronic information and/or electronic recordkeeping systems, ensuring that records and necessary technical and programmatic information about records (metadata) are created, linked to disposition authorities, maintained in a useable format as long as required by the bureau, and protected by security and user access controls.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.  Specialized experience for this position includes all of the following:

  • Interpreting records and information management laws, regulations, and directives; and
  • Leading projects to improve compliance with records and information management requirements; and
  • Developing procedures to improve the administration of records and information management program(s).

CONDITIONS OF EMPLOYMENT
