Duties

Help

As a Research Social Scientist, you will perform the following duties:

  • Serve as a member of the Pacific Islands Fisheries Science Center (PIFSC) Ecosystem Sciences Division to contribute to research programs in accordance with stakeholders’ needs.
  • Provide input into the design and implementation of research efforts, expert knowledge of and guidance on social science methods, products, and information.
  • Work with partners at the Pacific Islands Regional Office and the Western Pacific Regional Fishery Management Council to help improve applied analyses and adequacy of research goals and direction.
  • Support the implementation of studies to address information needs such as the effects of fisheries regulations and policies on fishers, fishing families, and fishing communities, to gather and analyze data and information, as well as develop materials to convey the findings.
  • Disperse results and findings of social science analyses through scientific outlets, including publications and presentations at conferences, as well as to stakeholders and the public.

This position requires a Public Trust Security Clearance.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-3 is equivalent to the GS-11/12.  

The full performance level of this position is ZP-4. The ZP-4 is equivalent to the GS-13/14.

College Transcript:  If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. Qualifications

BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

A. Degree: behavior or social science; or related disciplines appropriate to the position.

OR

B. Combination of education and experience: that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

C. Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

-AND-

SPECIALIZED EXPERIENCE: 

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.  Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.

This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-3 or GS-11 level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZA-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:

  • Applying advanced social science research methodologies to the analysis of natural resource management issues; and
  • Developing materials (reports, journal articles, presentations, brochures, etc.) to disseminate research results and findings of economic or social science analyses through scientific outlets, including publications and presentations at conferences, as well as to stakeholders and the public.

 -OR-

SUBSTITUTION OF EDUCATION: A master's degree or equivalent graduate degree in a related discipline.

 -OR-

COMBINATION OF EDUCATION AND EXPERIENCE:  A combination of education and experience as described above.

Note: Only graduate education in excess of one year is qualifying for combination.

Selective Placement Factor: In addition to meeting the above, applicants must also possess experience and ability to design, implement, and conclude social and cultural research on the human use of natural resources to inform resource managers on how people and communities may be affected and/or adapt to changes in natural resource policy, management, and the natural environment. Failure to submit proof in your resume will result in your application being marked as ineligible.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.
