Summary

Duties

Help

Conducts and documents pre-award due-diligence, including cost/price analysis of proposed budgets, responsibility determinations, business evaluations, and negotiates and drafts financial assistance agreements with proposed recipients.

Conducts and documents post-award monitoring and oversight of recipients including review and approval of performance and financial reports, negotiation of modifications, and close-out of agreements.

Conducts internal control reviews (peer reviews) of proposed new awards and modifications.

Qualifications

GS-09: One year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in the Federal Government. Examples of specialized experience at the GS-09 level include, experience reviewing requests for award of financial assistance actions and determining proper award instrument; experience preparing business evaluations and responsibility determinations; experience reviewing agreement files; experience entering and verifying accurate data into an automated system; experience performing detailed cost analysis of budget proposals for compliance with applicable Office of Management and Budget (OMB) Cost Principles; and experience monitoring, reviewing, and approving financial and performance reports submitted during post-award administration of federal financial assistance agreements.

GS-07: One year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in the Federal Government. Examples of specialized experience at the GS-07 level include, experience analyzing financial assistance documents and recommending course of action; experience preparing business evaluations and responsibility determinations for approval; experience reviewing agreement files to determine if all performance and financial reports have been received; experience verifying accurate information in an automated system; experience performing cost analysis of budget proposals.

GS-05: Examples of experience include 3 years of general experience, 1 year of which was equivalent to at least a GS-04 performing tasks such as reviewing and analyzing financial and/or business management data and documentation; experience preparing reports, briefings, and other types of presentations; experience performing records management functions; experience entering and/or managing data in an automated system; and experience researching and analyzing various laws, regulations, and requirements for review of supervisor or higher level employee.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may also qualify on the basis of education as follows:

GS-09: Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if directly related to the position.

GS-07: 1 full year of graduate level education or superior academic achievement.

GS-05: 4-year course of study leading to a bachelor's degree.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.

Category rating and selection procedures will be used for evaluating this position. If you meet the basic qualification requirements, your on-line responses to the vacancy assessment questionnaire will be used to determine the quality and extent of your experience, education, training, etc., for placement in one of the following categories: 1) Best Qualified, 2) Well Qualified and 3) Qualified. Qualified candidates will be assigned a numerical score on a scale of 70-100 and Veterans with preference will be placed at the top of their respective category. Knowledge and ability to analyze financial assistance documents, negotiate with applicants, and document determinations associated with financial assistance actions.

Knowledge and ability to efficiently and effectively monitor and administer federal financial assistance agreements.

Knowledge and ability to review other personnel work products for quality and mentor others.
