Duties

Help

As a Terrestrial Analyst / Ecologist for the Division of Resource Services, you will perform the following duties:

  • Design and provide guidance to implement terrestrial resource surveys in compliance with BLM policy to assess the condition and trend of terrestrial resources.
  • Design and manage statistically-valid survey designs for terrestrial resources.
  • Advise field offices regarding all aspects of data collection, including staffing needs, study design, protocol interpretation, training, field logistics, and data analysis.
  • Perform and guide data analysis to determine condition and trend of the terrestrial resources.
  • Apply technical knowledge of statistics and process-based models in terrestrial resource surveys, studies, data collection, analysis, and reporting.
  • Perform geospatial analyses to relate land uses within a watershed to observed vegetative, soils, or habitat condition.
  • Document analyses, study procedures, and other pertinent information in a format that is suitable for publication and future reference by others.
  • Provide analysis, interpretation, conclusive recommendations, and reporting to a wide-range of audiences from field staff and managers to peers to senior executives.
  • Coordinate with other state, federal, and regulatory agencies regarding program development, integration, and data analysis.

Qualifications

Specialized Experience:  In addition to meeting the positive education requirement, your resume must demonstrate one year of specialized experience equivalent in difficulty and complexity to the next lower grade (GS-11) of the position to be filled.   Examples include: Coordinating data collection and reporting at the Field Office, District, State or Regional level; designing and carrying out local surveys for terrestrial resources; performing data and geospatial analyses under the supervision of more senior scientists; using R or similar statistical analyses packages including custom scripts, and preparing study reports based on survey findings.  In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement. You must meet all qualification requirements within 30 days of the closing date of the announcement.  Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

Education

Positive Education Requirement:  This position has the following positive education requirement per occupational series:

0401 series:  Degree in Biological Sciences, Agriculture, Natural Resource Management, Chemistry, or related disciplines appropriate to the position -OR- a combination of education and experience---courses equivalent to a major, as shown above, plus appropriate experience or additional education.

0408 series: Degree in Biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.

Travel and relocation expenses will not be paid by the Department of the Interior. Any travel, transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Upon receipt of your complete application package, a review of your application will be made to ensure you meet the basic qualification requirements. Your rating will be based on your responses to the Job Specific Questionnaire and the information stated in your resume. If qualified, your score may range from 70-100 points. In addition, interviews may be conducted for this position. The interviews may be conducted on a pass/fail basis or may be scored. The job specific questions relate to the following knowledge, skills and abilities required to do the work of this position:

  1. Knowledge of terrestrial ecology, biology, or landscape ecology, as applied to terrestrial inventory, monitoring and assessment to design and implement a monitoring program.
  2. Skilled in using statistical techniques, particularly design-based analysis including Bayesian statistics, as applied to terrestrial resource data. Experience in informing and providing analysis and evaluation for data associated with resource monitoring and assessment programs for regional office, agencies and interagency partners.
  3. Knowledge of and skilled in using statistical packages, such as R, Statistical Analysis Systems (SAS), and/or SPSS. Skill in using Microsoft Office Word, Excel, and Access to analyze and evaluate data associated with natural resource assessment and monitoring.
  4. Knowledge of a wide range of natural resource management concepts, principles, and practices to provide consultation and guidance to agencies and interagency partners.
