Duties

Help

The primary purpose of this position is to assist in the procurement of standard or specialized service; supply; and/or construction items, services, and/or materials primarily through formal advertising, or through limited use of negotiation techniques.

(1) Performs detailed review of purchase requests for specialized supplies, equipment, services, or commercial requirements in terms of adequacy, consistency, un-restrictiveness of specifications or descriptions, compliance with administrative requirements, and certification of funds.

(2) Determines procurement source and method. Obtains or develops source list of responsible contractors. Coordinates with Small Business Specialists.

(3) Solicits oral or written quotes. If using open market procedures, obtains oral or written quotes. Calls vendors to get oral quotes when delivery is urgent or items are well known.

(4) Receives and reviews formal bids and quotes. Review quotes for price reasonableness and determines if requirements for competition have been met. Evaluates quotes in terms of price, item, discount, transportation, costs, and delivery time and determines offer most advantageous to the government.

(5) Prepares award documentation and performs post award follow-up. Selects and uses the appropriate method to confirm or place the order primarily by using a purchase order or may occasionally use a delivery order on purchases against an established contract; a blanket purchase agreement for contracts negotiated and agreed to in advance for repetitive needs; and government credit card procedures when applicable.

(6) Provides clerical assistance to Government Purchase Card Agency Program Coordinator as needed.

KEY REQUIREMENTS:
Open to US Army, Army Reserves, and Army Nat'l Guard military mbrs only
Must be assessed into WY ARNG before appt. May take up to 120 days.
Must become a member of the Wyoming Army Nat'l Guard before appt.
Must submit ERB or DA Fm 2-1 with application.

Federal employment suitability as determined by a background investigation

EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
The Selected applicant must complete an "I-9, Employment Verification", "OF-306, Declaration of Federal Employment", and a "Declaration of Relatives in the Wyoming Military Department" prior to the appointment date.
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.
Acceptance of a Technician position will terminate these military incentives.
Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive
Program (SRIP) and TRICARE Reserve Select (TRS).
Relocation expenses will not be paid by the Government unless noted in the Announcement.
Military Technicians in the excepted service will wear the appropriate uniform while performing as a
Technician.
Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).

DESCRIPTION OF WORK:
Work involves purchase, rent or leasing of supplies, services, and equipment through informal open-market methods and formal competitive bid procedures and to ensure the rapid delivery of goods and services in direct and indirect support of operational requirements.

MINIMUM REQUIREMENTS:
Must possess experience education or training in clerical, administrative or technical work which demonstrated knowledge of purchasing procedures, practices, or regulations; or experience which demonstrates ability to meet and deal satisfactorily with others.

SPECIALIZED EXPERIENCE:
Applicant must possess at least 12 months experience, education or training using a variety of purchasing procedures to acquire supplies, services, furniture and equipment; experience with awarding and signing routine purchase contracts; and experience applying previously acquired procurement training to make open market awards for supplies and services.

NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g. 02/2014 - 03/2016 or Feb 2014 - Mar 2016) dates and hours worked per week with description of your specialized experience on the resume.

MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

COMPATIBLE MILITARY ASSIGNMENTS:
Enlisted: 36B, 42A, 51C, 92A, 92Y, 92Z

CERTIFICATION REQUIREMENTS:
Applicants must complete DAWIA Level I Certification in Purchasing within one year of hire.

DRIVER'S LICENSE:
Must possess a valid state's driver's license.

Education

Applicants must have at least 32 semester hours of undergraduate credit work with emphasis in business.
