Duties

Help
  • Responsible for promotion, explanation and support of a wide range of ECA/A/E sponsored programs in 150 countries, involving several U.S.-based program agencies, overseas Public Affairs Sections and 50 overseas bilateral commissions.
  • Interfaces with U.S. and foreign media in the explanation and promotion of exchange programs and explanation of DoS policy; develops promotional and enhancement materials and activities for all regions of the world and the U.S. public sector.
  • Develops and manages strategies to deal with U.S. and foreign media; represents the Office in public fora to explain programs and other activities; responds to requests from DoS management, Congress and the public for status and progress reports.
  • Promotes, publicizes and explains the accomplishments of ECA/A/E sponsored exchange participants and alumni through national media venues, including the Internet, via direct contacts, press releases, fact sheets, websites and other information.
  • Researches alumni activities and maintains a database of specific accomplishments and landmark activities by country and program.
  • Maintains working relationships with cooperating agencies in accordance with annual cooperative agreements funded by the Bureau. Provides editorial oversight of all print and online materials produced by cooperating agencies and ECA/A/E elements.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience planning, organizing and directing strategic promotional and public affairs programs in support of an organization’s missions, projects, programs and strategies.

Experience developing public communication strategies and approaches for a wide variety of audiences.

Experience developing and managing strategies to deal with U.S. and foreign media.

Experience cultivating a social media referral network.

There is no substitute of education for specialized experience for the GS-13 position.

Ability to develop methods to improve communications through use of print, broadcast and social media platforms.

Ability to communicate effectively, both orally and in writing.
