Summary

About the Position:
Incumbent serves as the Welder (Deckhand) of a non-self-propelled crane or derrick barge displacing 175 to 1100 tons engaged in maintenance of the waterway. This position is actively engaged in all aspects of maintenance and repair work to include piers, dams, navigational locks, disposal sites, breakwaters and to support the work.

Duties

Help
  • .Operates power hacksaw in cutting steel rods, pipe, strap iron, etc., and forge welds round and flat steel for metal straps, hangers, braces, mountings, etc., used in making repairs and alterations
  • Operates and maintains various mechanical equipment, such as portable air compressors, pumps, generators, electric welding machine, concrete mixers, bore welder, programmable shape cutter, air- arc metal cutters, etc.
  • Prepares metal and wood surfaces for painting by scraping, chipping, or with paint remover.
  • Operates pneumatic tools, such as jackhammer, concrete vibrator, pneumatic drills, etc., in concrete operations.
  • Cleans and prepares surfaces for welding, using flux as required, and chips, grinds, files and buffs completed welds, using hand and power tools machine tools.
  • Ability to read and interpret blueprints, work instructions and be able to respond satisfactorily to new or changed instructions.
  • Cuts driven sheet steel piling to proper elevation as indicated by supervisor using acetylene cutting torch.
  • Prepares sketches and field notes and assist Engineers and Engineering Techs in preparing drawings for shop production and as-built conditions.
  • Ability to independently apply welding procedure specifications and perform appropriate quality control.
  • Handling mooring lines when docking, fastening lines to mooring posts, dock and or towing bits.
  • Operate deck winches or towing engines when required and oil/grease deck equipment for proper maintenance.
  • Maintains a clean pilot house, galley, quarters and superstructure on vessels and assists Master as needed.
  • Uses electric and acetylene gas welding equipment in making repairs and modifications to land and floating plant. Maintains a current certificate for welding structural steel, all positions, and unlimited thickness.
  • Welds a wide variety of metals, including alloys such as stainless steel. Works with light, medium, and heavy gage metals in performing welding, which ranges from simple to precision levels of accuracy.
  • Understand Marine Floating Plant safety requirements when working on the Great Lakes around locks, dams, hydro power facilities and breakwaters.
  • Ability to perform work in all weather conditions in a safe and efficient manner.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Seasonal employment means annually recurring periods of work that typically last nine months each year placed in a non-duty, non-pay status in the off-season and recalled to duty the following work season it may vary depending of management needs.
  • This position requires the incumbent to lift and carry materials weighing 50 pounds or more and will require a pre-employment physical exam.
  • This position is covered by the civilian drug abuse testing program. Incumbent is required to sign a DA Form 5019-R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states.
  • Incumbent must possess American Welding Society (AWS) Code D1.5 welders certification in all thicknesses through a 6G test.
  • Incumbent must possess 3rd party issued Qualified Rigger and Signal Person credentials meeting OSHA requirements.

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) WELDER (DECKHAND)~ without more than normal supervision. Provide welder instructions to others when needed in the following duties: operation of electric and acetylene gas welding equipment; complete penetration, as well as fusion of base and filler metals; weld in positions to include flat, horizontal, vertical and overhead; brazing, soldering, flame and arc- cutting, surface hardening, annealing and metal spraying; handle mooring line; act as a wheelman. - Failure to meet this Screen out Element will result in an ineligible rating.

Physical Effort: Work requires continuous physical effort, working in awkward positions, and working in one position for long periods of time while welding; heavy lifting is required occasionally.

Working Conditions: Usually works outside, exposed to all kinds of weather; is exposed to danger of physical injuries working around floating derricks, operating power equipment and tools, and from working on heavy equipment; is exposed to eye injuries and burns from flying sparks while welding, grinding and forging; and to danger of falling from marine structures of floating plant and drowning.
