Summary

This position is part of the R4-Florida Panther National Wildlife Refuge. As a Forestry Technician (Fire) you will be responsible for preparing and carrying out prescribed fire plans, fire effects, manual and mechanical hazardous fuel treatments, and smoke and wildland fire use monitoring. The incumbent also conducts field surveys to determine the location of hazardous fuel conditions.

Duties

Help

  • Planning and conducting project assessments which determine the presence or absence of hazardous wildland fuels
  • Reviewing project plans and recommending appropriate levels of monitoring
  • Participating in drafting prescribed fire/fuels management plans following the interagency template
  • Monitoring fire behavior, evaluating fire effects, identifying potential problems, and making recommendations
  • Supporting wildland fire suppression activities
  • Gathers information on weather data, topography, fuel types, and fire behavior
  • Exercises delegated supervisory authorities and responsibilities
PHYSICAL DEMANDS: Arduous exertion for protracted periods of time such as, but not limited to, extensive running, walking, climbing, kneeling, stooping, pulling hoses, jumping and twisting. Work requires prolonged standing, walking over uneven ground, and recurring bending, reaching, lifting and carrying of items weighing up to 50 pounds and occasionally over 90 pounds, shared lifting and carrying of heavier items, and similar activities requiring at least average agility and dexterity. Duties include demands for activities in emergencies under adverse environmental conditions and over extended periods of time.
WORK ENVIRONMENT: Work is primarily performed in forest, range and desert environments in steep terrain where surfaces may be extremely uneven, rocky, covered with vegetation, and smoky conditions. Temperatures very rom above 100 degrees F to below freezing. Risks include smoke inhalation, fire entrapment, snake or insect bites and stings, exposure to excessive machinery noise, and falling and rolling material. Personnel must adjust and cope with exposure to weather elements, dust and smoke, poor sleeping and eating conditions and unpredictable sets of circumstances. Employee may be required to live in backcountry camps for extended periods of time.

Qualifications

Only experience and education obtained by04/02/2019 will be considered.

You may qualify at the GS-07 level, if you fulfill one of the following qualification requirements:

One year of specialized wildland fire experience equivalent to the GS-6 grade level in the Federal service. Examples of specialized experience may include: lay out and organize lines of attack for a wildland fire; locate and construct firelines; dispatch fire crews and provides onsite direction and support to crew members on the fireline; ensure availability of equipment, water, and supplies; train others in equipment safety, maintenance and use; conduct informal on-the-job fire training sessions; distribute literature and explain the fire prevention plan to the general public; use computer software for database creation, management, and manipulation OR

Completion of 1 year (18 semester hours) of graduate level education directly related to this position OR

An equivalent combination of graduate education AND qualifying experience.

This key fire management position is categorized under the Interagency Fire Program Management (IFPM) Standard as a Wildland Fire Operations Specialist-Low Complexity. Prior experience in wild land firefighting is required in order to carry out the duties of this position. You will not be considered for this position if you do not have prior wild land firefighting experience.

Note: The position is covered under the primary category for special firefighter retirement provisions. You may meet qualification requirements but not be eligible for special retirement coverage. If you are not eligible for special retirement coverage, you will be placed in the regular retirement system.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Land Management Workforce Flexibility Act (LMWFA),P.L. 114-47, allows certain individuals who currently or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures:

Public Land Corps (PLC) Hiring Authority:
Note: You must provide a copy of the Certificate of Eligibility for Non-Compliance Hiring Based for Public Land Corps Service.
(1) In order to be eligible for PLC non-competitive status, a former member of the PLC must provide documentation, as part of their application, verifying their eligibility and meet the following criteria:
(a) Served as a qualified youth on an appropriate conservation project completing a minimum of 640 hours of satisfactory service that included at least 120 hours through the PLC;
(b) Applied to a vacancy announcement for which applications are being accepted from individuals with non-competitive status;

Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

Knowledge of strategies, tactics, and suppression methods used in containment and control of wildfires and wildland fires.

Knowledge of fire behavior including causes of wildland fire, influence of temperature, humidity, wind, topography, slope and fuel moisture conditions, and fuels .

Knowledge of general forestry technician work in order to personally perform and lead others in the performance of a variety of work in such areas as hazard tree removal, recreation, wildlife and watershed, and in general maintenance and upkeep of facility, vehicle and equipment.

Oral communication skills.

Knowledge of accepted fire safety practices and procedures to prevent injury and loss of life.

Wildland firefighting knowledge such as, but not limited to, fie engine and pump operations, hose lays, handcrew operations and/or helicopter operations to enable the incumbent to function in assigned capacities.

Knowledge of supervisory policies, procedures and methods.
