Summary

As an Interdisciplinary Supervisory Ecologist/Oceanographer, you will perform the following duties:
Plan and coordinate a full range of habitat mapping activities to increase understanding of coastal processes, including approving multiyear work plans and managing goals.
Utilize findings of specialized studies, analytical developments, and modified processes to resolve novel or controversial problems that affect the coastal environment and the health of associated ecosystems.
Serve as a scientific expert in coastal habitat mapping by leading and providing guidance to scientists in large research and scientific studies to address major challenges in estuaries and along the coasts.
Perform supervisory duties, including evaluating work, developing performance standards, hearing and resolving complaints, approving expenses, and organizing and assigning work.
Required to pass a background investigation and fingerprint check.
Must be suitable for Federal employment.
Must be registered for Selective Service, if applicable (www.sss.gov).
Time-in-grade/band must be met by closing date of announcement.
This position requires a Public Trust Security Clearance.
This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.
The ZP-4 is equivalent to the GS-13/14.

BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. To qualify for the 0408 series:
A. Degree: biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.
OR
To qualify for the 1360 series:
A. Degree: major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences.
OR
B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.
Applicants who qualify on the basis of major study in biology or geology must have had at least 6 semester hours in the major directly concerned with marine science or 6 semester hours in oceanography; applicants who qualify on the basis of other physical sciences or engineering must have had differential and integral calculus and at least 6 semester hours in physics.

SPECIALIZED EXPERIENCE:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.
This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZP-4 or GS-13 level:
SPECIALIZED EXPERIENCE: In addition to meeting one of the Basic Requirements above, applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
Developing and executing research project goals and work plans to investigate the impacts of human activities and developments on estuaries and coastal environments;
Planning, reporting, and providing guidance to other scientists on global satellite-derived habitat mapping activities involving geographic information systems (GIS) and spatial analysis techniques; and
Compiling research and information to assist in the development of plans for resolving controversial problems that affect the coastal environment and associated ecosystems.
Education
Substitution of education for specialized experience is not applicable to this vacancy.
