Summary

This position is located in the Office of Legislative, Intergovernmental and Public Affairs (OLIPA) is the primary liaison with Congress and the Office of Management and Budget, other Federal criminal justice agencies, and the District of Columbia government. It is also the primary point of contact for media inquiries. OLIPA also develops and implements community outreach to facilitate the successful administration of CSOSA programs.

Responsible for the development, direction, oversight, and management of a comprehensive communications program that includes media relations, public participation, internal communications, public education, and correspondence and printing management.
Performs work related to public affairs program activities, such as coordinating news and information media interviews, developing communication plans, coordinating agency information programs, evaluating agency public affairs programs, etc. Evaluates impacts and effectiveness of public affairs programs.

Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effects disciplinary measures as appropriate to the authority delegated in this area. Carries out Equal Employment Opportunity (EEO) policies and program activities.

A background security investigation will be required for all new hires. Qualifications

Qualifying experience for the GS-14 level includes one year of specialized experience at least equivalent to the GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Qualifying experience is experience planning and directing all phases of agency publication production operations; drafting speeches, remarks, and briefing materials for higher officials ensuring subject matter, tone and manner of presentation are appropriate to the occasion and intended audience; managing a team of public affairs or communications specialist responsible for effectively communicating and disseminating program information; and serving as a spokesperson for an agency or organization to the news media.
