This position is an entry-level trainee position being advertised under the Recent Graduates Program in the Office of Human Resources (OHR). The incumbent will rotate throughout the different offices in OHR, perform various on the–job assignments and receive training designed to develop knowledge and skills in the areas of staffing, classification, compensation, recruitment, workforce analysis, workforce development, leave, employee and labor relations and other related areas, while interpreting federal human resources regulations, policies and procedures. The incumbent, through training and work assignments, will develop the skills necessary to provide practical HR advice and direction in support of their customers in one of the following divisions within the Office of Human Resources:
Office of Human Resources - Executive Resource Branch (ERD)
Provides position management, classification, recruitment and placement, pay, performance management, and awards services, and advice and guidance for the Senior Executive Service, Executive Schedule, Schedule C, Senior Level, and Administratively Determined programs throughout the USPTO.
Office of Human Resources Information Systems (HRIS)
Manages Human Resources (HR) technology projects and provides project management services to plan and implement HR systems in the Office of Human Resources.
Office of Human Resources - Enterprise Training Division
Enhance individual and organizational effectiveness by developing and delivering innovative and diverse training solutions as part of the USPTO's commitment to career enrichment and leadership development.
Compensation and Benefits
The Compensation Branch is a subgroup of the Compensation and Benefits Division. They are the primary liaison that works with the National Finance Center (NFC) on payroll and personnel documents for pay and other time and attendance (T&A) related issues.
Benefits and Worklife Branch
The Benefits and Worklife Branch is a subgroup under the Compensation and Benefits Division. It provides guidance and regulatory interpretation and oversight of employee benefits. They counsel employees on benefit options related to health insurance, life insurance, the Thrift Savings Plan (TSP), retirement, flexible spending accounts, long term care insurance, and Workers’ Compensation. The Worklife team provides health and wellness education through EAP, LifeCare & Wellness.
Office of Human Resources - Workforce Relations Division
Provides advice and assistance to employees and managers for a variety of employee relation matters, including but not limited to administrative grievances, conflict resolution, problem intervention, and performance and conduct issues.
Office of Human Resources - Workforce Employment Division
Provides policy and operational guidance on external recruitment and appointments. Ensures that external hiring programs, including the Delegated Examining Unit (DEU) and other special programs comply with legal and regulatory requirements and meet customer needs. Provides consultative, policy, and operational services on position and organizational management, staffing, and classification to the Patents business unit.
DUTIES MAY INCLUDE:
Performing routine human resources functions in one of the assigned divisions within the Office of Human Resources.
Responding to requests for information.
Performing limited research and analysis of applicable laws, regulations, policy, etc. and prepares summaries and recommendations for action.
As assigned, performing designated segments of more complex personnel assignments of higher-graded specialists.
Advising management, employees, and/or the public on human resources related matters.

This position is an excepted service appointment under the Pathways Recent Graduates Program.
The Recent Graduates Program is a one-year program that targets individuals who have graduated from a qualifying educational institution or program within the past two years. Veterans have up to six years after graduating from a qualifying educational institution to be eligible for the program due to their military service obligation. Successful applicants will be placed in a dynamic, one-year career development program. Throughout the program, selectees will participate in formal training, job assignments, and receive a mentor to develop competencies that enhance their career goals. After successful completion of the program requirements, the individual may, at the agency’s discretion, be converted to a term or permanent appointment in the competitive service.
Recent Graduates are on a trial period for the duration of the program. If you are selected for a position with further promotion potential, you will be placed under an Individual Development Plan (IDP) plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is neither implied nor guaranteed.
In order to fulfill the training and development requirements of the Recent Gruaduates Program, participants must:
Be placed on an Individual Development Plan (IDP) completed and approved by the supervisor within 45 days of appointment.
Assigned a mentor within 90 days of appointment.
Participate in at least 40 hours of formal interactive, occupation-specific training annually.
Conversion is not mandatory or guaranteed. Recent Graduates may be non-competitively converted to a term or permanent position into the competitive service, provided there is an available position and they meet the following requirements for conversion:
Successfully complete at least one year of continuous service;
Complete all requirements of the Recent Graduates program.
Receive a favorable recommendation by supervisor.
Meet the OPM Qualification Standards for the position to which the Recent Graduate may be converted.
Meet any agency specific requirements as outlined in the Participant Agreement.
Perform the job successfully.
Graduates who are converted from the Recent Graduate Program to a term appointment may later be converted into a permanent competitive service position.
