- Serves as the principal advisor to NBIB leadership on the development, implementation and, revision of financial management policies, plans, and programs to facilitate the effective, efficient, and timely application of financial resources to achieve the mission of the organization.
- Confers with management officials on matters of major significance, including recommendations for new or revised budget policies, procedure methods, and both long and short-range objectives. Determines and documents the varied financial management needs of NBIB and directs the development and execution of appropriate financial plans, policies, standards and techniques.
- Promotes the acceptance of financial management programs, and conducts a continuing evaluation of these programs for NBIB Headquarters and the field. Exercises responsibilities for detecting and reporting existing or anticipated violations of budgetary law or regulations and the level of spending for NBIB programs.
- Develops Congressional Budget Justifications (CBJs).
- Answers Congressional Inquiries on budget and other finance-related subjects.
- Generates, recommends, and implements new and revised financial management concepts, methodologies, policies, and strategies in support of the organization's programs.
- Directs and/or performs continuing program execution review, analysis and appraisal of the major operating and support programs within the organization.
- Prepares briefs for senior managers on program execution and provides recommendations to correct program variances or problem areas.

The full performance level of this position is GS-15.
