  • This position is part of the NASA Pathways Recent Graduate Program, which is a formal training program. You may be required to perform rotational assignments in various organizations.
  • The duties described below are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • As a Contract Specialist, you will be responsible for all aspects of the contracting transactions from initiation to recommendation of award to procurement of items or services where standard contracting procedures may need to be modified.
  • You will identify planning needs for future procurement items. You will analyze the requirement, recommend revisions to the statement of work or specifications, and decide on the type of contract, milestones, and acquisition plans.
  • You will formulate the contracting approach to be taken that will best satisfy the requirement. You will negotiate contract terms and conditions.
  • You will prepare and coordinate the contracts reflecting agreement between the Agency and the vendor through supporting documentation.
  • You will prepare a written request for proposal, publicize the requirement, issue the solicitation document, analyze offers received, and prepare a negotiation position.
  • You will evaluate technical cost proposals, negotiate cost, fee, or profit as well as technical issues, and enter into a formal contract with the offeror.
  • You will monitor contract performance and negotiation of necessary contract modifications to ensure satisfactory progress and completion of contract activities.

Qualifications

BASIC EDUCATION REQUIREMENTS:

Applicants must meet the basic education requirement for the GS-1102 series at all grade levels with at least a Bachelor's degree (or higher degree) from an accredited educational institution.

In addition to meeting the basic requirement above, to qualify for this position you may also meet the qualification requirements listed below:

Qualify as a GS-05:
To qualify for GS-05: the applicant must have successfully completed a full 4-year course of study leading to a bachelor's degree from an accredited educational institution.

Qualify as a GS-07:
To qualify based on your experience, your resume must reflect at least one (1) year of specialized experience which demonstrates your ability to perform the work of Contract Specialist, GS-1102 at the GS-05 grade level. Specialized experience is defined as applying intermediate complexity, relevant experience in the areas of accounting, business administration, finance, purchasing, retail, economics, or any other business area.

OR

Education: 1 full academic year of graduate education or law school or superior academic achievement (SAA).

S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

1.Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.

2.Grade-point average (G.P.A.)-- Applicants must have a grade-point average of:

a.3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or

b.3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

Grade-point averages are to be rounded to one decimal place.

Qualify as a GS-09:
To qualify based on your experience, your resume must reflect at least one (1) year of specialized experience which demonstrates your ability to perform the work of Contract Specialist, GS-1102 at the GS-07 grade level. Specialized experience is defined as applying somewhat complex, relevant experience in the areas of accounting, business administration, finance, purchasing, retail, economics, or any other business area.

OR

Education: Two full academic years of progressively higher level graduate education or masters or graduate degree or LL.B. or J.D. which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as; accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

For GS-7 and GS-9, the Federal Acquisition Certification-Contracting (FAC-C) Level I or Department of Defense Acquisition Workforce Improvement Act (DAWIA) certification Level I certification is preferred, but not required. If you have earned certification, state your FAC-C or DAWIA certification level and date of certification.
