As a SUPERVISORY POLICY ANALYST, GS-0301-15, your typical work assignments may include the following:

The incumbent serves as a Supervisory Policy Analyst and performs duties relating to strengthening the Federal government's IT programs, policies and infrastructure through oversight and policy development consistent with the Administration's priorities. The incumbent applies a wide-range of complex analytic and evaluative methods and techniques to direct, conduct and complete special analyses and studies that support budget, legislative, and regulatory policymaking for IT, digital services, and information security programs and issues. Additionally, the incumbent provides full-range supervisory oversight to staff within OFCIO. The position performs duties related to IT reform efforts, consistent with the Information Technology Oversight and Reform (ITOR) fund. Additionally, the incumbent will collaborate with agencies and policy teams in terms of the CIO Act, Cyber Policy Initiatives, Evidence Based Policy and relevant Executive Orders.

OFCIO is responsible for policy development and oversight functions that improve the efficiency and effectiveness of enabling IT throughout the Executive Branch of the Federal government. OFCIO supports the development, implementation, and tracking of a broad range of IT policies and related initiatives that improve the ability of Federal agencies to deliver IT services, manage IT resources, maximize IT investments, and enhance cybersecurity.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

You may qualify at the GS-15 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-14 level that demonstrates experience independently applying analytical methods related to program evaluation and the analysis of complex IT policy issues to identify significant factors and trends and to recommend solutions. Such experience must have included: 1) Experience with advising senior executive level management regarding IT policy and services; 2) Experience in the application of Capital Programming and Investment Control to help in developing, implementing, evaluating, and improving IT investments and risks and 3) Experience providing strategic direction and management for the enterprise-wide policy implementation of IT Modernization applications.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
