The Deputy Assistant Director (DAD) serves as the alter ego to the Assistant Director, Energy, Minerals and Realty Management, focusing on key matters of a technical, administrative and program support nature, responsible for providing high-level leadership to Headquarters staff as well as field personnel. Major duties include but are not limited to:
Provides leadership and authority for Bureau programs relating to energy, minerals and realty management;
Reviews and approves programming and budgeting plans for directorate and energy, minerals, and realty functions; and Ensures that the viewpoints of the Directorate are properly comprehended and translated into action by the appropriate HQ and field managers or staffs.
Provides advice and counsel on unprecedented energy, minerals, and realty problems having potential widespread ramifications; Modifies energy, minerals, and realty program emphasis to reflect changing situations; Performs wide ranging and substantive policy and managerial actions for the Director and Assistant Director to assure full and appropriate coordination, integration, and operation of major Bureau program missions and activities.
Makes technical, procedural, and policy decisions concerning energy, minerals, and realty programs and functions within the directorate’s area of responsibility; Issues Bureau directives, Instructions, and policy memoranda regarding energy, minerals, and realty program matters; and Evaluates energy, minerals, and realty programs and functions to ensure that they achieve established objectives, adhere to established policies and regulations, and meet the needs of the Bureau.
Conducts continuing assessments of methods, procedures and work processes to improve them and make them more efficient for both internal directorate functions for the energy, minerals, and realty programs.
Physical Demands: The work involves office activities, largely of a sedentary nature. Travel is required in connection with various work assignments. The incumbent often works under very tight deadlines involving projects of national significance.
Work Environment: Most of the work is performed in an office setting where risks, generally associated with an office environment, are present. Some temporary-duty travel to field locations is necessary
This position falls under the group coverage qualification standards for Administrative and Management positions there is no Individual Occupation Requirement for this position.
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement. Please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-14) of the position to be filled.
For GS-15: One year of specialized experience at the GS-14. Specialized experience at the GS-14 or equivalent level is further defined as demonstrated experience directing and managing the development of regional and/or national policies, procedures and guidelines for energy and/or natural resource-related programs; experience developing program budget, policies, procedures and guidance for all aspects of energy and/or natural resource-related program management; experience providing technical direction to subordinate employees on work to be accomplished; and experience resolving complex and highly controversial issues and problems relative to policy guidance implementation in energy and/or natural resource-related activities.
