The Director of OARM provides overall guidance and management to a staff of approximately 15, including attorneys, professional staff, and contractors, and is responsible for planning and overseeing the component's budget, determining staff training needs, and managing work processes and procedures.
The incumbent works under the general supervision of the Deputy Attorney General and leads the Department's outreach and recruitment efforts for law students and attorneys with the goal of attracting a highly-qualified and diverse talent pool. In addition, OARM oversees many key programs including the Attorney General's Honors Program, the Summer Law Intern Program, the Attorney Student Loan Repayment Program, and the Attorney Mentor Program.
The incumbent provides recommendations and expert advice to the Deputy Attorney General on legal and management issues relating to the attorney workforce, including the adjudication of attorney personnel actions. Accordingly, the incumbent must have the ability to comment and provide advice on diverse and complex topics, including disciplinary actions and evaluating attorney performance with respect to the litigation process.
In addition, the incumbent directs the development, implementation, and evaluation of human resources programs for attorneys and law students. These programs include, but are not limited to, recruitment and hiring, reassignment, classification, performance evaluation, disciplinary actions, training and career development, and the uncompensated Special Attorney Program within components.
The Director of OARM is also responsible for determining the suitability for employment of Department of Justice attorneys in grades GS-15 (or equivalent) and below, following the completion of a Federal Bureau of Investigation background investigation, as well as all law student volunteers and interns based upon a review of submitted paperwork, and/or a background investigation when one is required.
Duties also include commenting on legislative proposals and draft policies, managing the annual Department of Justice attorney bar certification process, and reviewing cases involving the conversion of political appointees to career positions to ensure compliance with OPM policies.
You must be a graduate from a law school accredited by the American Bar Association and be a member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar.
