Duties

Help

The Personnel Security Specialist, located in the Office of Investigations, is responsible for developing, administering and maintaining the OIG Personnel Suitability and Security Program, including the related Drug Free Workplace drug testing program for OIG applicants and employees and medical examination aspects of the selection, hiring and retention process for criminal investigators.

The following are the duties of this position at the GS-13 . If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
- Develop and document procedures, policy, forms or other instruments needed to carry out the Personnel Security Program. Conducts the necessary research to support new or changing policy.
- Interpret security policies and develops comprehensive guidance and directives to supplement and extend basic national, intelligence community and VAOIG policies to suit the security programs, as well as unique operational settings.
- Review appropriate forms and initiate all National Agency Check and Inquiries and other background investigations on employees and contractors to ensure that their employment or retention is consistent with the mission of the Service and the national interest.
- Designate position sensitivity, initiate, coordinate and adjudicate the background investigations of applicants, employees and contractors for the VAOIG.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: 

- Managing electronic security database; AND
- Preparing materials pertaining to personnel security background investigations; AND
- Providing basic guidance to customers regarding the personnel security process; AND
- Assisting in the preparation of security briefing for new employees.

OR

Education: You may qualify for this position based on education; qualifying education includes: a Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related.

OR

You may qualify by a combination of experience and education. Only graduate level education in excess of the first 18 semester hours may be combined with experience.

Specialized experience: For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: 

- Applying personnel security rules, regulations, policies, and standard procedures in order to gather facts, draw conclusions or recommend solutions to problems AND;
- Conveying technical information to customers.

OR

Education: 1 full year of graduate level education or a Bachelor's degree with Superior Academic Achievement.

OR

You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-09, you must have been at the GS-07 level for 52 weeks.
For the GS-07, you must have been at the GS-05 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- A Public Trust Background Investigation will be required.
- Must successfully complete a background investigation.
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.  Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
- Obtain and use a Government-issued purchase card for business-related travel.
- File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
