DIRECT HIRE AUTHORITY: This position is being filled through the office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens.

Duties

Help

  • Inventories, installs, configures, troubleshoots, maintains and prepares digital equipment use for performance of security control related testing. Performs security control testing, maintains inventories , and prepares and maintains documentation for the accreditation of security testing lab environment.
  • Provides technical support in audits, inspections, and evaluations. 
  • Supports development and implementation of testing methodologies and sample selection for the evaluation of complex IT audits, inspections, and evaluations. Implements tactics and strategies to ensure successful project engagements and supports the team in conducting planned reviews, interviews, and testing. 
  • Performs and documents of IT personnel for appropriate implementation of controls and makes recommendations for improvement. Interacts effectively with internal/external customers to gain their confidence and cooperation.
  • Makes recommendations to project leaders concerning appropriate changes in Departmental procedures, practices and/or regulations that may be susceptible to IT control weaknesses.

The duties of this position are suitable for telework and the selectee may telework with supervisory approval.

Qualifications

To qualify, you must meet all education, qualification and eligibility requirements by the closing date of this announcement. 

Minimum Qualification Requirement for the GS-11 level

To qualify for the GS-11 level, applicants must have one year of specialized experience equivalent to the GS-9 level in the Federal service.  This experience includes inventorying, installing, configuring, and maintaining hardware and software; troubleshooting hardware and software for issues; evaluating and monitoring IT networks, servers, operations, and system performance for problems; and identifying gaps in digital hardware, software, network, system, and operations according to security accreditation requirements.

Completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.  Your degree MUST be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or you must have a degree that provided a minimum of 24 semester hours in one or more of the fields previously identified and required the development or adaptation of applications, systems or networks.  All academic degrees and coursework must be from accredited or pre-accredited institutions.

Minimum Qualification Requirement for the GS-12 level

To qualify for the GS-12 level, applicants must have one year of specialized experience equivalent to the GS-11 level in the Federal service.  This experience includes developing and executing security control tests for digital products (either manual or automated) that validate system security controls react according to parameters defined in their implementation design configurations as well as generating detailed documentation of the results; performing regular security monitoring and testing of IT-related equipment, software, hardware, networks, and systems for security vulnerabilities; and preparing documentation to maintain system authority to operate.

In addition to meeting the qualifications above, individuals must have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Education

There is no educational substitution at the GS-12 level.

Candidates are required to possess certain Knowledge, Skills, and Abilities (KSAs) to successfully perform the functions of this position. Candidates will be asked to demonstrate their attainment of these KSAs in an online job questionnaire. The KSAs are:

  • Experience in Linux and Windows client/server environments for lab environment management and technical testing of Departmental information security controls.
  • Experience in system administration, network administration, and security operations for lab environment management and review of Departmental information security controls.
  • Knowledge of computer hardware, software and networks, including desktop operating systems, anti-virus software, Office suites and specialized software, network protocols and operations, and related IT systems and components to evaluate information security control effectiveness within the Department.
  • Knowledge of federal information security mandates and guidance as published by NIST to assess and review Department information security controls.
  • Written communication skills in performing the documentation requirements associated with audits.
