Duties

Help
  • Serves as FIAR team lead providing seasoned expert advice, support, and assistance to the team and to the Financial Management Division Comptroller regarding assigned program requirements.
  • Identifies program measures to quickly address issues and recommends course of action and resolutions.
  • As the subject matter expert, plans, manages, coordinates, and reports on all aspects of the FIAR related audit plans and Internal Controls over Financial Systems (ICOFS) and Internal Controls over Financial Reporting (ICOFR) requirements.
  • Leads the team in performing high priority and high visibility program reviews, studies or projects pertaining to financial reporting policies and procedures and financial management systems including systems owned by other Defense agencies.
  • Oversees the FIAR staff's coordination efforts between the Agency and the Intergovernmental Personnel Act (IPA) to ensure the Agency's internal control programs are fairly represented by the IPA.
  • Provides expert advice to the Agency staff elements on the establishment and implementation of systems for internal controls and recommends revisions and innovations to programs as applicable.

Qualifications

All qualification and time-in-grade (if applicable) requirements must be met within 30 days of the closing date of this announcement.

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.

Specialized Experience: You must have at least one year of specialized experience at the GS-13 or equivalent level. Specialized experience must be documented in your resume.Specialized experience for this position includes: advising or managing compliance with various aspects of a Financial Improvement and audit Readiness (FIAR) with focus on Internal Controls over Financial Systems (ICOFS) and Internal Controls over Financial Reporting (ICOFR).

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. Financial Management (FM) Certification Program: As a condition of employment, the selectee must meet the requirements of the DoD FM Certification Program. The FM Certification Program is a course-based program consisting of three certification levels. Level 3 certification must normally be completed within two years of the selectee's employment start date.
Initial Probationary Period: You will be required to serve an initial probationary period of 2 years if one has not already been completed.
Selective Service: Males born after 12-31-59 must be registered or exempt from Selective Service (see www.sss.gov).
Performance Appraisal: If you are a current Federal employee, you must be rated fully successful or higher on your current performance rating to be eligible for promotion. You may be asked to provide a copy of your performance appraisal during the evaluation and selection process.
Background Investigation: All selectees will be subject to a Single Scope Background Investigation (SSBI). You must be able to obtain and maintain security clearance eligibility at the Top Secret level.
