Duties

Help
  • Manages and directs the full range of negotiations, award, modification, management/administration, andtermination of contracts encompassing the full range of diverse and extremely complex types (including the app. of new and advanced concepts).
  • Exercises responsibility for the proper application of procurement laws, rules, regulations, decisions, and other directives and sound business judgment on all contractual actions.
  • Reviews proposed solicitations and awards. As required, leads negotiations for major problem transactions, arbitrating and resolving differences, and negotiating counter offers or rebuttals where subordinates cannot reach agreement.
  • Directs, plans, organizes, and integrates the work of subordinates in the performance of acquisition functions, involving complex pre-award, post-award, and contract administration management processes.

Qualifications

To qualify for a Supervisory Contract Specialist, your qualifications must include:

Basic DAWIA Requirement: Public Law 106-398, Section 808: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees AND B.) at least 24 semester hours (or equivalent) of study from an accredited institution of higher education in any of the following disciplines; accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management; OR C.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of A. AND B. above, but must meet the requirements identified in Public Law 101-510, section 1724: A OR B above.

Specialized Experience: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. In addition to the basic education requirement, applicants must possess one year of specialized experience equivalent to the GS-13 level to qualify for a GS-14 level position. Examples of specialized experience are identified in the Major Duties section of this vacancy announcement and may also include:

  • Working with all phases of the procurement cycle
  • Working with Petroleum Storage Market, worldwide petroleum distribution systems, government terminal capacities, commercial terminal capabilities and quality systems for petroleum products.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
