The incumbent will serve as a Human Resources Specialist in a small organization (approximately 280 employees) performing a wide variety of human resources duties. The incumbent will perform complex work in two or more human resources areas, such as recruitment and placement, classification, retirement, compensation, employee benefits and employee relations. The primary area of responsibility for the position is staffing and recruitment, with a primary emphasis on developing and classifying position descriptions. At the full performance level, the incumbent will develop policy in the areas of position management and classification; and recruitment.

Applicant may qualify for this position based on specialized experience. At the GS-12, applicants must possess one (1) full year of specialized experience equivalent to the GS-11 grade level. Specialized experience includes experience in one or more areas of Human Resources, and experience in administering a federal benefits program.
At the GS-13, applicants must possess one (1) full year of specialized experience equivalent at the GS-12 grade level. Specialized experience includes experience in 2 or more areas of Human Resources, experience in administering a federal benefits and compensation program, experience analyzing HR practices and procedures to identify program improvement, developing solutions and providing options and recommendations for change.

1. Knowledge and skill administering a recruitment program. Ability to provide a broad range of Human Resources Management advisory services.

3. Skill in communicating both orally and in writing and interacting successfully with others at all organizational levels, both internal and external.
4. Ability to provide a broad range of Human Resources Management advisory services.
5. Ability to analyze complex issues, develop solutions, and provide options and recommendations.
There is no substitute of education for specialized experience at the GS-12/13.
