Duties

Help

The incumbent plans, develops and produces a variety of materials and publications including print, visual, Web-based, multimedia and video materials to convey information about VA to a variety of stakeholders. The incumbent writes news releases, feature stories , speeches, information packets, media kits, talking points/communications plans and fact sheets and performs all necessary research and interviews to produce such products. The incumbent serves as content manager of VA medical center's Internet and Intranet, and serves as the primary content contributor to the organization's social media sites and digital signage.

The Public Affairs Specialist, GS-11, duties include but not limited to the following:

  • Use of oral and written industry standard communication principles, techniques and methods and knowledge to recurring precedent assignments.
  • Conveys detailed oral and written program information via a variety of formats.
  • Gathers and reports public reaction to information programs and draws appropriate conclusions and offers meaningful recommendations in improving aspects of information materials.
  • Presents ideas in written materials in new ways that will increase understanding among publics with varying levels.
  • Uses a variety of methods in conducting public affairs programs involving public information, internal information and community relations activities for internal and external audiences.
  • Writes a variety of products, including communications plans, articles news releases, media advisories, public service announcements, video scripts and speeches to convey information and to clarify operations, programs and activities.
  • Establishes and maintains effective working relationships with local media representatives and community groups.
  • Applies a variety of analytical techniques in gathering, analyzing and evaluating complex data and developing appropriate recommendations for senior management's consideration.
  • Uses knowledge of current trends, limitations and advantages in social media including Facebook and Twitter plus VA and VHA standards to develop posts and appropriate for diverse audiences.


Work Schedule: 7:30 a.m. - 4:00 p.m. Days, Weekends, Nights, Evenings and Rotating Shifts.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/22/2019.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR a LL.M., if related.

  • Combination: Applicants may also combine education and experience to qualify at this level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Assignments regularly involve extended periods of walking, standing, bending and stooping to execute logistics for special events or to accompany media crews or other special groups. Incumbent is also required to regularly pick up loads of 15 pounds such as boxes of newspapers and other literature and to push carts of supplies. Some driving is required.

Work Environment:
The work environment involves everyday risks or discomforts requiring normal safety precautions typical of office settings or commercial vehicles such as planes, trains, buses or automobiles. The work area is adequately lighted, heated and ventilated. However, work does occasionally require incumbent to be outdoors, as for special events, escort for media crews or crisis communications.

Education

There is no educational substitution at this grade level.

Ph.D. or equivalent doctoral degree;

OR

3 full years of progressively higher level graduate education leading to such a degree;

OR

a LL.M., if related.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
