national-level expertise in scientific methods, processes, algorithms, and systems as they relate to data science research, development, and test and evaluation (RDT&E) of Naval ship warfare systems, capabilities, and operations spanning the planning, detection, control, engagement, and assessment sequence.

You will conduct data science research and development as it applies to complex Naval warfare systems.
You will perform unprecedented research and expand the field of science relating to the application of data science and analytical techniques to solve complex Navy challenges.
You will perform research in the areas of data architectures, standards, business intelligence, and visualization.
You will guide and influence the direction of data science research efforts at the national, DoD, and DoN levels.
You will lead collaborate and conduct research with senior resource sponsors and stakeholders with the following activities: NAVSEA, NAVAIR, SPAWAR, Warfare Centers, DARPA, ONR, JHU/APL, Department of Defense contractors, and academic institutions.
You will Lead tasking across product lines in the data sciences area and provide for the stewardship of NAVSEA data sciences efforts and capabilities
by leading the community of practice and guiding the future direction for data science investments.
You will be a liaison with multiple organizations and laboratories to further the field of data science as it applies to Navy programs of record as well as future development programs.
Must be determined suitable for federal employment.

Qualifications
The applicant is to provide a separate narrative statement which describes fully, but concisely, how his/her experience supports each of the following Mandatory Technical Qualifications. Each technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration:
1) Knowledge and competence in the specialized area of large-scale, complex data science systems, data science engineering concepts including data structures, and computational frameworks.
2) National and/or international reputation in fundamental scientific knowledge related to data science including supervised and unsupervised learning and big data analytics.
3) Knowledge of a broad scope of technologies in major Naval warfare systems.
4) Demonstrated ability to conduct and lead research and development programs to include planning, directing, and resolving technical issues of a complex nature relating to data science and to resolve these technical issues by leading the development and integration of new state-of-the-art techniques, theories, and concepts.
5) Knowledge of national defense organizations and operations as they relate to research, development, test and evaluation to Naval warfare systems.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) be in a school of engineering with at least one program accredited by (ABET) as a professional engineering program; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. -or- Combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional Registration or Licensure: Current registration as a an Engineering Intern (EI), Engineering in Training (EIT) or Licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g. State grandfather or eminence provisions) are eligible only for position that are within or closely related to the specialty field of their registration; or (II) Written Test: Successfully passed the Fundamental of Engineering (FE) examination), or any other written test required for professional registration, which is administered by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences that included the courses specified in the basic requirements. Successful completion of a degree in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. -OR-
Successful completion of a degree in mathematics; or the equivalent of a major that includes at least 24 semester hours in mathematics; or a combination of education and experience demonstrated by courses equivalent to a major in mathematics, (including at least 24 semester hours in mathematics), as shown above, plus appropriate experience or additional education. The total course work in either option must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite. -OR-
Successful completion of a degree in computer science or degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours were in a combination of statistics and mathematics that included differential and integral calculus.
An advanced degree of Master's or Ph.D. in one of the educational fields listed above is highly desirable.
