Duties

Help
  • Manages and administers HR functions and processes in position management, and classification.
  • Exercises delegated classification authority (i.e., signs as the Classifier).
  • Drafts position descriptions (PD) to include the narrative PD and the Evaluation Statement.
  • Maintains continuing awareness of and performs research in human resources law, regulation and policy relating to classification.
  • Determines effect on OIG operations and policies and recommends methods to address new requirements, and integrates them into current operations.
  • Identifies the need for, plans and conducts individual and organizational position reviews; provides specialized analyses and evaluations.
  • Ensures consistent grades and position structure across organizational lines.
  • Conducts or participates in special projects or studies in areas of responsibility such as realignments and reorganizations
  • Develops project plans and objectives; conducts projects; documents results and provides recommendations to HCM leadership.
  • Participates in planning sessions with HCM leadership and staff, advising on issues in areas of responsibility.
  • Utilizes electronic and manual information systems required for assigned functions and areas and for internal reporting requirements such as metrics.
  • Enters, retrieves, and tracks information and produces reports; identifies, documents, and resolves a myriad of classification issues.
  • Works with hiring managers throughout the classification process; serves as the forward facing POC for assigned customers.

  • Incumbent is required to obtain and maintain a Secret security clearance.
  • Required urinalysis for illegal drug use prior to appointment and subject to random drug testing thereafter.
  • Drug testing is not required for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position to another with no break in service.
  • If you have not previously successfully completed a probationary period with the federal government in a similar position, you will be required to serve a two-year probationary period.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

For the GS-12: To meet basic requirements for this position, you must have at least one year (52 weeks) of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service. Specialized experience is experience classifying positions in the General Schedule, applying Office of Personnel Management classification standards, and processing classification actions. This experience should also include providing advisory services; preparation of associated documentation; and use of information systems to process classification actions.

For the GS-13: To meet basic requirements for this position, you must have at least one year (52 weeks) of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service. Specialized experience is experience in classifying positions in the General Schedule to include signing as the classifier of Position Descriptions, applying Office of Personnel Management classification standards, and processing classification actions; performing organizational studying; and desk audits. This experience should also include providing advisory services including reorganizations; preparation of associated documentation; use of information systems to process classification actions.

Selective Factor: To meet the minimum qualifications, you be able to classify a proposed position and provide an evaluation for a proposed organizational structure.
