The incumbent directs the Hampton VAMCs Congressional Liaison Program. The integral part of the Communications Team and reports directly to the Medical Center Director. The incumbent often represents the Medical Center Director, participating at public, civic, or social events to improve the perception of the Hampton VAMC as a valued part of the medical profession, government and community. The incumbent acts as a spokesperson for the Medical Center in dealing with members of Congressional Offices, VA Central Office (i.e; Office of Medical Inspector, Office of Inspector General), Virginia Division of Veterans Affairs, as well as other local and state government offices. Receives all incoming inquiries related to patient care, benefits, or other queries. The incumbent is responsible to communicate events, activities and issues related to health care provided by Hampton VAMC. Serves as the resource person to all staff members in the area of public relations.

Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-09) in the
normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited
to: developing and disseminating a wide range of information and data concerning the nature and objectives of agency programs to the media, congressional staffs, Veterans' Service Organizations, the community, VA and other governmental officials. This experience may have been gained through working with top management preferably in a medical facility in developing communication strategies that convey information to various publics and the staff about the organization
OR Applicants may substitute education for the experience required for the GS-11 level. Must meet one of the following:
· Ph.D. or equivalent doctoral degree
· 3 full years of progressively higher level graduate education leading to such a degree LL.M., if related
OR Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. Physical Requirements: The work requires walking, standing, bending, stooping, and carrying loads of about 15 pounds (newpapers, literature, etc.) and pushing carts of supplies. Work performed sitting at a desk, in news conferences, briefings, meetings, etc., or riding in an automobile or public transportation; no special physical demands are involved in performing the work.
