This position is located in National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC), Protected Species Division (PS Div) with one vacancy in Honolulu, Hawaii.
As a Supervisory Veterinary Medical Officer, you will perform the following duties:
Exercise decision-making authority over a comprehensive scientific research program focused on conservation of Hawaiian monk seals, including directing scientific priorities, participating in analyses and drafting of publications and policies, and ensuring the quality of scientific products.
Ensure program compliance with Marine Mammal Protection Act (MMPA), Endangered Species Act (ESA), and other environmental Acts regulating research related to Hawaiian monk seals.
Perform strategic planning functions for the monk seal program, such as approving work plans to enhance achievement of goals, overseeing the revision of long-range plans, goals, objectives, and policy and organizational changes, and approving allocation and distribution of funds.
Develop peer-reviewed journal publications on protected species, health and disease issues, and monk seal conservation initiatives, and make presentations on monk seal recovery issues and research results.
Perform the full-range of supervisory duties, including evaluating work, providing advice to employees, reviewing disciplinary action, approving expenses, overtime, and employee travel, and assessing training needs.
Undertake and oversee veterinary responsibilities related to health and welfare of Hawaiian monk seals. These will include health assessments, necropsies, emergency response and medical interventions, vaccinations, captive care and husbandry and more.
Required to pass a background investigation and fingerprint check.
Must be suitable for Federal employment.
Must be registered for Selective Service, if applicable (www.sss.gov).
Time-in-grade/band must be met by closing date of announcement.

This position requires a Public Trust Security Clearance.
This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.
The ZP-4 is equivalent to the GS-13/14.
* A three year supervisory probationary period may be required.

CONDITIONS OF EMPLOYMENT: This position requires the operation of a Federal motor vehicle. Incumbent must possess a valid driver’s license to drive a federal motor vehicle on a regular and recurring basis.
CONDITIONS OF EMPLOYMENT: Incumbent is required to participate in fieldwork, and participate in cruises for up to 7 weeks per year requiring the carrying of gear up to 30 lbs.
BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:
Degree:
A. Doctor of Veterinary Medicine (DVM) or equivalent degree, i.e., Veterinary Medical Doctor (VMD), obtained at a school or college of veterinary medicine accredited by the American Veterinary Medical Association Council on Education (AVMA). The AVMA web site, http://www.avma.org (external link), has a listing of all AVMA-accredited veterinary medical schools.
OR
B. Graduates of foreign veterinary medical schools that are not accredited by the AVMA Council on Education (Refer to AVMA web site, http://www.avma.org (external link) for information about schools in this category) must meet one of the following requirements.
Proof of certification of their final transcript by the Educational Commission for Foreign Veterinary Graduates (ECFVG)
Possession of a permanent, full, and unrestricted license to practice veterinary medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States that includes successful completion of the North American Veterinary Licensing Examination (NAVLE) or its predecessors, the National Board Examination (NBE) and the Clinical Competency Test (CCT).
Proof that the education obtained in a foreign veterinary medical program is equivalent to that gained in a veterinary medical program that is accredited by the American Veterinary Medical Association Council on Education. Under this provision, equivalency is established only if an AVMA-accredited veterinary medical school or college accepts the graduate's final transcript from the foreign veterinary medical school at full value for placement into an advanced degree, postgraduate educational program, or training program (e.g. residency or graduate program).
Graduates of foreign veterinary medical programs must also provide proof of proficiency in the English language by successfully completing one of the nationally and internationally recognized examinations that incorporate assessments of reading, writing, listening, and speaking skills. Examples of examinations that assess mastery of the English language are shown below:
Test of English as a Foreign Language (TOEFL) - Minimum scores for the TOEFL are 560 for the paper-based version; 220 for the computer-based version; or overall score of 83 for the internet-based version (including 26 or higher in speaking, 26 or higher in listening, and 17 or higher in writing). For the computer-based and paper-based test versions, applicants must also complete the Test of Spoken English (TSE) and the Test of Written English (TWE). Minimum required scores are 55 for the TSE and 5.5 for the TWE;
Academic tests (listening, writing, and speaking) offered by the International English Language Testing System (IELTS). Applicants must achieve a minimum overall band score of 7.0, with at least 7.0 in speaking, 6.5 in listening, and 6.0 in writing;
OR
Canadian Academic English Language Assessment (CAEL). Applicants must achieve a minimum overall band score of 70, with at least 60 in speaking, 60 in listening, and 50 in writing.

SPECIALIZED EXPERIENCE:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.
This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZP-4 or GS-13:
SPECIALIZED EXPERIENCE: In additional to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
Participating in a conservation program in compliance with the Marine Mammal Protection Act, Endangered Species Act, and/or other environmental regulations;
Undertaking veterinary responsibilities related to health and welfare of Hawaiian monk seals. These will include health assessments, necropsies, emergency response and medical interventions, vaccinations, captive care and husbandry and more;
Developing program initiatives and plans to support the recovery and maintenance of wildlife populations, their habitat, and ecosystem conservation;
Preparing peer-reviewed journal publications on protected species, and research and conservation initiatives, as well as presenting on recovery issues and research results; and
Performing duties for an endangered species conservation program, including implementing goals, evaluating work, and providing guidance to staff.
OR
EDUCATION SUBSTITUTION: Ph.D. degree in any of the following specialties or related sciences: animal science, avian medicine, food safety, infectious diseases, veterinary clinical sciences, pathobiology, biomedical sciences, veterinary anatomy, veterinary preventive medicine, comparative biological sciences, epidemiology, veterinary parasitology, molecular veterinary biosciences, public health, microbiology, pathology, immunology, laboratory animal medicine, toxicology, wildlife, zoological animal medicine, or sciences related to the work of a veterinary medical officer position.
OR
RESIDENCY/POST-GRADUATE TRAINING: Successful completion of three years of an internship, residency program, or fellowship training program in a discipline related to the position.
OR
BOARD CERTIFICATION: Specialty boards that are recognized by the American Board of Veterinary Specialties (ABVS) of the American Veterinary Medical Association (AVMA) certify eligible candidates as specialists in specific veterinary medical fields.
Veterinarians who successfully complete all requirements for Diplomate status in an ABVS-recognized veterinary specialty organization may qualify for the GS-13 grade level.
Such specialties may include, but are not limited to, veterinary toxicology, laboratory animal medicine, poultry veterinary medicine, theriogenology, veterinary anesthesiology, veterinary behaviorists, veterinary clinical pharmacology, veterinary dermatology, veterinary emergency and critical care, veterinary internal medicine, veterinary microbiology, veterinary nutrition, veterinary ophthalmology, veterinary pathology, veterinary preventive medicine, veterinary radiology, veterinary medicine, and veterinary dentistry.
