AS A VETERANS SERVICE REPRESENTATIVE (RATING) YOU WILL:

  • Conduct interviews by phone, in person, or other communicative measures to explain the full range of VA, and outside agency benefits and related programs available to veterans and their beneficiaries.
  • Inform veterans and their beneficiaries of all required evidence and requirements needed to further the process of a claim, or entitlement benefit; assisting the claimant(s) as needed with applications and other required forms.
  • Refer eligible individuals to other Federal Agencies, State, or local programs when the potential exists for non-VA benefits.
  • Review, control, process, or route claim related mail, prepare and release information requested by other agencies or programs.
  • Analyze, develop, request required evidence, and make determinations on eligibility for benefit based upon federal guidelines [38 U.S.C., and other legal statues that may apply].
  • Develop requests for examinations/opinions ensuring that appropriate evidence or forms are received from the provider/source in order to adjudicate claims.
  • Adjudicate complex and sensitive claims including PTSD, sexual trauma, etc.
  • Explain final decisions, and prepare cases for review or appeal.
  • Provide training as needed internally and externally on VA benefits and programs.
  • Advocate for veterans in other benefit related areas.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/12/2019.

If you are a current VBA employee seeking a reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-0996-09 (or higher) and the promotion potential of your current position must be at least GS-12.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 grade level position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience explaining benefits or eligibility; knowledge and understanding of medical terminology or concepts; Conducting interviews or assessments; Experience writing or developing claims; Demonstrated experience using software applications, and computer programs.
OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have
  • a Masters degree, or equivalent graduate degree, or 2 (two) years of education beyond the undergraduate level leading to such a degree to qualify at the GS-09 grade level.
OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education totaling to 100% of the requirement for the position and grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.

Knowledge of federal laws pertaining to compensation and pension, and VA regulations and procedures to implement these laws to accurately rate claims.
Knowledge and ability to accurately interpret medical reports and other medical evidence, including expert opinions.
Knowledge of the anatomy and physiology of all body systems to interpret medical reports and other evidence to make sound rating decisions.
Skill in written communication to inform claimants and colleagues of evidence requirements, the decision, the reason and bases for it and appellate rights.
Ability to evaluate evidence allegations and draw sound conclusions.
Ability to work in a team environment.
