Duties

Help

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
- Conduct a broad range of financial audits, and independent contract oversight assignments requiring integrated analysis of a number of different accounting systems as well as management programs, systems and operations. 
- Assist in monitoring the progress and effectiveness of projects performed by contractors, including CFS audits, and apprises the Division Director and/or OA top management of the status and significant activities involving these projects.
- Prepare and conduct audit surveys and program evaluations, which focus on specific audit objectives.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:  
- Conducting interviews and participating in briefings, collecting, analyzing and summarizing evidence to support audit conclusions; AND
- Working as a team member to ensure overall projects are accomplished in accordance with general auditing standards and other established guidelines and timelines; AND
- Researching and interpreting audit-related laws, regulations, guidelines and procedures.

OR

EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Attach a copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.

OR

Combination of experience and education. This is creditable providing the combination consists of 100% of the requirement. Only graduate level education in excess of 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
 

Specialized experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:  
Collecting, analyzing and summarizing audit data to support conclusions; AND
Assisting with writing segments of draft audit reports and audit work papers; AND
Researching laws, regulations, guidelines, and approved procedures to support or develop findings.

OR

EDUCATION: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. Attach a copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.

OR
 
Combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11, you must have been at the GS-09 level for 52 weeks.
For the GS-09, you must have been at the GS-07 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

Education

Education Requirements: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1.Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2.A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3.Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
 
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
