Summary

About the Position: This is a developmental position at Fort Lewis-McChord Civilian Advisory Personnel Center (CPAC). Duties become progressively more difficult and detailed at each grade level. As a developmental position, it may be filled at either grade GS-5, GS-7, GS-9 or full performance GS-11. Non-competitive promotion to the full performance level is authorized, if all performance and time-in-grade requirements are met.

Duties

Help

  • Apply Human Resources (HR) methods, principles and evaluative methods sufficient to advise on and/or resolve HR problems which are typically precedent nature.
  • Recommend HR solutions to managers.
  • Provide written and oral communication to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers.
  • Provide staffing advisory/guidance services to include merit system principles, prohibited personnel practices, and development and use of valid selection criteria.
  • Screen requests for personnel actions and related documents for completeness and accuracy.
  • Verify employment eligibility, qualifications, salary determinations and set pay in accordance with established regulations.
  • Provide position management and classification support to assigned organizations.
  • Interpret and adapt classification standards/guides to secure sound classification of positions.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-5 MINIMUM QUALIFICATIONS:
General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes applying basic office-related principles and practices in support of office functions such as entering time and attendance, payroll reconciliation, or completion of forms; and utilizing office automation equipment and software programs to enter data, create, copy, edit and retrieve a variety of documents. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education or Combination of Education and Experience as identified in the Occupational Questionnaire.
GS-7 MINIMUM QUALIFICATIONS: Specialized Experience: One year of specialized experience which includes performing recurring technical assignments to support Federal Civilian Human Resources such as payroll information, election of benefits, in-processing of new employees, schedule physical examinations, extending job offers, coordinating employment dates; and utilization of an HR automated system which would require entering data/personnel records. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-5). OR Education/Superior Academic Achievement or Combination of Education and Experience as identified in the Occupational Questionnaire.
GS-9 MINIMUM QUALIFICATIONS: Specialized Experience: One year of specialized experience which includes applying human resource (HR) methods, principles, and practices to complete recruitment and position classification actions such as creating vacancy announcements, issuing referrals, and research federal civilian HR information; and utilization of HR automated tools to code personnel actions, and create position descriptions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education, OR Combination of Education and Experience as identified in the Occupational Questionnaire.
GS-11 MINIMUM QUALIFICATIONS: Specialized Experience: One year of specialized experience which includes applying complex human resource (HR) methods,principles, and practices to complete recruitment and position classification actions such as creating vacancy announcements, issuing referrals; providing advisory services to management officials covering position management, classification, and procedural and regulatory requirements governing the merit promotion process in federal civilian recruitment; and utilization of HR automated tools to code personnel actions, maintain production data, and create position descriptions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: OR Combination of Education and Experience: as identified in the Occupational Questionnaire.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-4, 5, 7, or 9 as applicable).
