This position is located in the Department of Public Safety, Office of the Deputy, United States Merchant Academy, Maritime Administration.

Duties

Help

The Safety and Occupational Health Specialist:

  • Develops, coordinates, directs, and evaluates the safety and occupational health programs. This includes implementing the U.S. Department of Labor's Occupational Safety and health Administration (OSHA) regulations, directives and procedures.
  • Assists management in identifying and eliminating hazardous conditions in high and low risk activities involving operations in construction, heavy mobile equipment handling or repair, maintenance and repair facilities; vehicle maintenance, electrical equipment, warehousing, maritime related activities, etc.
  • Conducts and coordinates safety engineering studies, surveys, inspections and evaluations. Exercises responsibility of the review of all construction and renovation contracts, plans, specifications, design, and drawings for technical adequacy pertaining to occupational safety and health.
  • Serves as an instructor concerning safety and occupational health matters. Creates, builds, and enhances awareness of the causal factors and prevention methods related to maintaining a safe and healthy living and working environment.
  • Monitors and recommends improvements to fire safety-related activities at the Academy. Assists Public Safety Officer in ensuring that fire hydrants, hoses, standpipes, extinguisher, etc. are functioning properly.

Qualifications

To meet the minimum qualifications for this position, you must meet the mandatory education and specialized experience requirements.

To qualify  for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience interpreting and ensuring compliance with laws, regulations, and standards applicable to safety and occupational health duties.
  • Experience evaluating building and office design features, assessing compliance with safety and health requirements for confined space, illumination, ventilation, fire protection, and utilities.
  • Experience reviewing and providing input to construction plans, drawings, and sketches, and evaluating compliance with contractual safety requirements is essential.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

Education

Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
