DELEGATED EXAMINING - ALL U.S. CITIZENS (This announcement is open to both U.S. Citizens and Federal Employees). Duties

Help

Incumbent resolves interference, educates users and enforces regulations. An in-depth knowledge of electronic engineering is required. A full range of skills relating to inspections and monitoring is necessary. Performs and directs fieldwork in matters of importance to safety of life and property.  Serves as a point of contact for FCC licensees including the U.S. Government in matters of fixed and mobile direction-finding and interference resolution.  Speaks on behalf of the Enforcement Bureau in dealings with other Bureaus and governmental agencies having an interest in the matter.

Performs comprehensive investigations of unauthorized or unlawful radio operation and comprehensive inspections of all classes and types of installations employing RF energy.  Participates in studies of unique enforcement and engineering projects that have regional or national applications.  Operates and understand all technical equipment in the Field including spectrum analyzers, field strength meters, radio frequency radiation survey meters, and radio receivers.

Initiates and reviews Official Notices of Violation or Warnings to radio operators and licensees, to bring unsatisfactory or violative conditions to their attention as a result of completed monitoring, investigations and inspections. Furnishes reports on all major cases for record keeping and statistical use. Maintains liaison with regulated telecommunications industries, through attendance at seminars, conventions, etc. and also participates in such gatherings as an expert speaker on FCC enforcement. Participates and assists in planning of Bureau enforcement and compliance workshops for persons associated with the various industries and radio services the Commission regulates.

Independently initiates correspondence or other communications with local Congressional offices, complainants, and radio users concerning the enforcement functions of the office and region. Investigates all services for violations of Title 47, U.S. Code, Section 301, unlicensed operations of radio transmitting equipment. Participates in regional emergency planning meetings, serves as the local expert in emergency communications restoration, participates in FEMA conducted training exercises and is able to serve on ESF-2 task force and deployments as necessary.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.

In addition to the Basic Requirements:

GS-11 Specialized Experience:  Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-09 in the Federal service. For this position, specialized experience includes the following:

Assisting in conducting a broad range of highly technical engineering studies and special projects; Preparing written summaries and analyses of engineering facts and develops recommendations for resolutions of problems; and Analyzing and evaluating engineering and technical data.

OR

Have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree

OR

Have a combination of education and experience.

GS-12 Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-11 in the Federal service. For this position, specialized experience includes the following:

Performing engineering analysis and studies concerning communications systems; Utilizing investigative tools and monitoring equipment used to locate and identify interference sources; and Writing technical documents with analyses and recommendations.

GS-13 Specialized Experience:  Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-12 in the Federal service. For this position, specialized experience includes the following:  


Providing engineering advice on intricate and complex technical matters relating to the telecommunications field; Performing complex engineering analysis and studies concerning telecommunications issues involving compliance and enforcement matters; Interacting with individuals at all levels of authority; and Writing documents with analyses and recommendations.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will be evaluated for this job based on how well you meet the qualifications above.

All applicants will be rated on the extent and quality of experience and education relevant to the duties of the position.  The FCC determines the BEST QUALIFIED CANDIDATES based on the major job related competencies and evaluation of your knowledge, skills, and abilities reflected in your application and supporting documents using the CATEGORY RATING PROCESS. All eligible applicants under Delegated Examining (DEU) will be placed in one of the following three categories:

1.  Highly Qualified (Score 90-100) - the applicants possessing a background that demonstrates a superior level of major job related competencies and possession of all evaluation criteria;
2.  Fully Qualified (Score 80-89) - the applicants possessing a background that demonstrates a satisfactory level of major job related competencies and possession of the evaluation criteria; and
3.  Minimally Qualified (Score of 70-79)- the applicants possessing only the specialized experience described in the vacancy announcement.

An automated score is administered based on the on-line application process used.  Eligible applicants will receive a numerical rating based on their responses to the job specific questions for this position.
