This position is located in the Office of Administration’s Human Resources Division, Office of Inspector General (OIG). The Human Resources Division provides a full range of operational and advisory services to the Office of Inspector General staff. This position provides expert advice to senior management and top officials in employee relations. Some of the major work and responsibilities include, but are not limited to:

Specialized Experience:
GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: A wide range of HR case law, principles, practices and regulations sufficient to perform detailed analyses and draw conclusions on complex legal issues, problems and situations; legal research methods, information gathering techniques, and analytical skill sufficient to locate, interpret, and analyze for applicability and appropriateness, precedent and substantive decisions, and/or legal opinions that various courts and administrative bodies have rendered; negotiation procedures and techniques sufficient to interact in occasional highly charged emotional situations because of delicate or highly contested case matters and determinations; and oral and written communication techniques sufficient to formulate and present arguments and advisory opinions and to prepare legal and case documents.
GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Serve as a Senior advisor to managers and staff on a variety of employee relations matters, including problem prevention, conduct discipline, performance problems, conflicts of interest, and grievances. Spearhead the development and interpretation of Employee Relations guidelines, instructions and other issuances dealing with policy with regard to appeals, grievances, ethics and conduct, and related ER matters. Deal with supervisors/managers on a recurring basis, advising and training on employee relations activities. Conduct misconduct investigations, many of which involve complex and sensitive conduct issues; complete interviews. Prepare reports that capture the issues and clearly outline the findings of such investigations, and serves as an advisor to investigators during the course of the investigation and preparation of investigative reports. Prepare and conduct formal training for supervisors and managers concerning Employee Relations; and prepare updated training as needed and required.
