Duties

This position is located in the Office of Public Affairs (OPA). OPA is the central point of contact for public information and communications at the Administrative Office of the U.S. Courts (AO). OPA provides a wide range of communications services for judges, court staff, and the AO and serves as the liaison between the Judiciary and the news media. OPA's core programs are media relations, web/new media services, video production services, and educational outreach.

Serving as the Digital Communications Analyst, the incumbent will work closely with OPA staff to formulate strategy for optimal content development and delivery. The Digital Communications Analyst will join the OPA web team, which is comprised of communications strategists, web editors, content development staff, and technical staff. OPA operates in collaborative, team-based, Agile operating environment. The duties of this position include but are not limited to:

  1. Performing quantitative and qualitative analysis in support of OPA and agency goals and priorities. Developing actionable reporting and data visualization: reports, dashboards, and presentations. Identifying trends and insights.
  2. Serving as primary point of contact for selection, planning, implementation, and administration of digital metrics tools. Establishing and maintaining methods for collecting and analyzing quantitative and qualitative data about OPA's web, video, and social media user base and turning it into actionable insights.
  3. Providing advice to AO offices and units on industry best practices in digital analytics. Providing training to users on use of analytics tools and availability of reports.
  4. Developing training to enable OPA staff and AO stakeholders to understand and independently use data to inform day-to-day content and operations decisions.
  5. Working closely with web team and OPA staff to design, implement and evaluate experiments on digital platforms, including A/B and Multivariate Testing (MVT) for websites, social media campaigns and email marketing.
  6. Providing analysis on efforts to improve internal and external Search Engine Optimization (SEO). Creating appropriate reports, analysis and related recommendations to improve reach and effectiveness of OPA's digital communications via search.
  7. Providing technical assistance to content editors and web operations team to establish measurable digital goals and developing analytics frameworks to evaluate progress toward those goals.

  5. You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  6. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
  7. Relocation expenses may be provided, but only if authorized by the Director of the AO.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience for this position is demonstrated experience in:

  1. Implementing and administering Google Analytics and Google Tag Manager (GTM) or a comparable web tracking and analytics tool.
  2. Using analytics data to create easy-to-understand reports and visualizations using tools such as Tableau.
  3. Collecting, synthesizing and analyzing customer information from multiple sources, including web traffic statistics, server logs, usability testing, online surveys, and social media to inform communications strategy.
  4. Performing quantitative and qualitative analysis to support and help steer communications and operational priorities.
