This position is located in the Nutrition and Food Service (N&FS) at the Charles George VA Medical Center in Asheville, North Carolina. The primary purpose of this position is to oversee Quality Assurance of entire food flow process for the NFS department at the Asheville VA Medical Center and for staff training. This involves direct oversight to ensure food preparation, service and overall patient dining experience is of the utmost quality. The position is expected to work closely with all staff members performing a variety of support service functions that are essential to the orderly and efficient accomplishment of the mission, values, and goals of the organization.

Duties include but are not limited to:

  • Provides training to food service staff to ensure uniformity and consistent results.
  • Conducts ServSafe training and proctors computerized testing in accordance with all governing rules and regulations.
  • Performs/assigns New Employee Orientation (NEO) education to all new staff to ensure staff have the knowledgeable about proper sanitation, food handling, etc., and provides all training records to TMS coordinator for entry into database.
  • Conducts on the spot training when needed to ensure a safe food supply.
  • Provides supervisor with possible trends that require remedial/new education.
  • Provides training and oversight for department TempTrak system.
  • Assist clinical Dietitians in preparing/cooking/presenting Healthy Kitchen cooking demonstrations.
  • Provides leadership and knowledge to students and interns during rotations.
  • And other duties assigned.
Work Schedule: Hours may change based on the needs of the Medical Facility.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/06/2019.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS-07 grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 full years of progressively higher level graduate education leading to such a degree OR,
  • LL.B. or J.D., if related or Ph.D. or equivalent doctoral degree.
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The incumbent is subject to continuous standing and walking, and frequent stooping, reaching, pushing, pulling, and bending. Frequently lifts or moves objects weighing up to 40 pounds. Performs heavy work, such as scouring and scrubbing large-sized cooking utensils and pushing heavy carts and trucks when unloading, storing, and delivering supplies. Pushes server carts and or caddy cart to multiple locations and setup stations for meal service (i.e. buffet, room service, "on Demand Cooking," etc.). Work also requires spending time performing keyboarding duties.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
