As a General Attorney, GS-0905-15, you will be responsible for:

The incumbent serves as the liaison for the Office for Civil Rights to the Office of the General Counsel on all matters under litigation. In this role, working on a particular case or legal matter characterized by one or more of the traits described in I above, the incumbent is responsible for the analysis of the legal issue in question, the development of the strategy to deal with the legal issue, and the content and means of delivery of the completed analysis of the legal issues. At this level, the incumbent typically deals with the top management of the Department and attorneys in other agencies, as well as the top management or attorneys of other private and public organizations. The incumbent develops positions on and strategies to address a broad array of procedural or substantive issues for presentation to an administrative board or commission, elected officials or their staff, senior Administration officers, or senior Department officials, where the incumbent is an expert in the procedural and substantive aspects of the case or matter, and drafts critical briefs, motions, bills, regulations, guidance, or written advice or presentations that are central to the disposition of the substantive aspects of the matter.

Qualifications

Specialized Experience for the GS-15, one year of experience equivalent to the GS-14 performing all three (3) of the following duties or work assignments:
1.    Experience dealing with grievances or complaints involving allegations of violations of federal or state law, with the ability to resolve and defend the resolution of such complaints and grievances.
2.    Experience researching and analyzing complex legal issues involving federal or state law.
3.    Experience coordinating and communicating legal, compliance-related matters, concerns, and complaints or grievances.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).
1.    Expertise in, or the legal acumen to become a subject matter expert on, the controlling statutes, regulations, case law, and procedures pertaining to the subject matter of the particular case or matter sufficient to develop legal opinions.
2.    Must possess expertise regarding the handling of civil rights complaints.
3.    Knowledge of research strategies and techniques sufficient to research the most complex legal issues.
4.    Strong skills in oral and written expression demonstrating capability sufficient to effectively pursue the particular case matter against parties that may vigorously contest the agency's position.
