Summary

This position is located in the Department of Defense Office of Inspector General (DoD OIG); the Inspector General (IG) reports directly to the Secretary of Defense and Congress.

Serves as a Supervisory Management Analyst who develops and executes engagement strategies focused on identifying the DoD's most critical risks and management challenges. Recommendations to OIG senior leaders enhance the relevance and impact of DoD OIG oversight products.

Duties

Help

Manages the DoD OIG's strategic oversight planning process; coordinates the publication of the DoD Management Challenges, OIG Annual Oversight Plan, and other internal strategic planning activities; and develops written engagement strategies and planning guidance.

Develops and executes a continuous, independent study and research program based on OIG senior leader guidance, to identify and develop a detailed understanding of national security issues, risks, and initiatives critical to the success of DoD.

Communicates directly with senior leaders and staff across the DoD and the OIG to plan and lead OIG engagements with key stakeholders and subject matter experts.

Oversees the management of the Engagement Board to ensure OIG oversight efforts align with OIG and DoD priorities and DoD Top Management Challenges, to assess the health of current oversight portfolio, compare established risks with emerging risks, and recommend future oversight projects.

Identifies gaps or redundancies in OIG oversight coverage based on independent research and input from OIG senior leaders, DoD and non-DoD oversight organizations. Utilizes automated systems to monitor, assess, and report on the health of the oversight portfolio.

Exercises independent action and authority within established guidelines, with wide latitude in the application of initiative and professional judgment in managing and conducting assigned plans and analyses.

Prepares verbal and written products that describe complex DoD management processes and systems and areas with potential failure that affect the ability of DoD to accomplish its missions.

Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret / Sensitive Compartmented security level.
Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
If you have not previously completed a probationary period with the federal government in a similar position, you will be required to serve a two-year probationary period.

Qualifications

Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below.

Specialized Experience: You must have at least 52 weeks of specialized experience at the GS-14 level in the federal service or at an equivalent level. Specialized experience is defined as: Documented recent experience in DoD working with leadership at the organizational/agency/headquarters levels and leading cross-functional teams to implement an organization's vision and mission, to develop and implement engagement strategies and work plans; use data to evaluate performance and identify risks; lead organizational reform initiatives;and effectively communicate using written products and verbal briefings. Proficient in use of IT applications to manage and report on project portfolio (inventory, progress and age, results, and trend analysis).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Only experience and/or education obtained by the closing date of this announcement will be considered.
