Summary

This position is located in the Office of Community Care, Veterans Health Administration, PI&R, Informatics and Data Analytics. The Office of Community Care provides national level direction and guidance concerning the Community Care Programs and benefits with Federal laws, regulations, policies and procedures, data analysis, for the effective and efficient administration of all Community Care Programs. This position is established to support the Community Care Informatics Manager.

Duties

Help

  • Performing data analysis, data validation, program, analysis and management support functions
  • Responsible for performing continuing data validation
  • Responds to management request for data analysis reports and program information
  • Provide accurate information on a variety of unique cost and analyzes workload trends
  • Researches and investigates new or proposed business and management practices for application to National facility programs
  • Draws cost and workload data from other VA automated systems such as: VSSC, DSS, Crystal Reports, RSD and FEE Cube
Work Schedule: M-F; 40hrs per week; Shift between 6am-6pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/21/2019.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Selective Placement Factor (SPF): Applicants must possess experience extracting purchased care cost and workload data from VA automated systems such as the Fee Basis Claims Systems (FBCS) and the Non-VA Care Cube.***NOTE: This information must be included in your resume and/or application packet. Failure to support this SPF in your submitted application materials may result in an unfavorable qualification determination.

Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: .

  1. Performs analysis on projects to provide management with information on the processes and costs associated with the delivery of VA Purchased health care services in inpatient and outpatient areas.
  2. Utilizes industry proven tools and technologies, related information and communication systems and the production of performance and operational data supporting an optimal health care business environment.
  3. Responsible for supporting the development of a program that will support the continued growth in use of data analytics and decision support based on these analytics.
  4. Uses data systems to structure, review, and present to management staff information that is accurate and applicable in the decision-making process.
  5. Performs analysis projects to provide management with information on the processes and costs associated with the delivery of Community Care.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
