Incumbent is responsible for planning, organizing, and executing designated Planning, Programming, Budgeting, and Execution strategy, financial management, and procurement tasks in support of program and resource integration. The incumbent continually evaluates on-going programs and initiatives to assure attainment of objectives. Provides assistance to AFC HQ staff and subordinate organizations. Performs travel and attends meetings as necessary to represent U.S. Army Futures Command (AFC) interests.
Integrates this planning into a cohesive program that can be used to control program authority and funding at the Headquarters level. Reviews and assures coordination is effected on all financial and program plans submitted by assigned subordinate elements. Provides oversight of program baseline documents and execution for managed programs. Reviews program status reports to assure financial programs are executed in accordance with program baseline plans. Serves as an expert in the AFC for policy matters as they pertain to planning, programming, budgeting, execution, and financial management.
Assures that all program planning activities in support of assigned organizations are fulfilled in a timely manner. Advises and consults with operations personnel on technical questions relating to programs and budgets. Develops internal policies, procedures, and methods required for accomplishing the evaluation function. Establishes controls to assure that methods being employed for developing data required for evaluating program progress in terms of the master plan, program, objectives and funds being utilized will produce meaningful data and that it can be furnished in a timely and efficient manner.
Creates visualization products in support of senior leader decisions. Ability to receive input information from major organizations and distill raw information into operational value for Army Senior Leader Decisions.
