This position is located in the Office of Inspector General (OIG), Office of Management and Planning (OMAP), Division of Information Technology (DIT). The Branch of Information Technology (BIT) located in Washington, DC. BIT is responsible for providing computer systems, IT security, hardware, and software support to the OIG. 1. Functions as a technical expert to top management on new information technology developments, recommending new IT policies/systems for implementation in the OIG in developing specific plans to integrate these developments into the current systems or in developing long range-recommendations.
2. Responsible for ensuring that agency data governance processes, policies, and procedures are followed and enforced.
3. Develops IT strategy and drives organizational change.
4. Serves as a member of special study groups formed to collect, analyze, and formulate recommendations for improved operational support and IT initiatives that will maximize the efficiency and effectiveness of information technology services provided to the OIG.
5. Monitors and ensures the performance and availability of OIG systems and their associated databases.
Occasional travel - Occasional travel will be base on the needs of the Agency.

Specialized experience should include network administration, systems administration, virtualization, and network security. Applicant must have experience in these specialized areas with emphasis on procurement, development, maintenance, and customer support. Evidence of a sound technical background and experience in managing access controls, user authentication, and system security is required. Applicant must demonstrate: on the job experience as a team leader of an IT network/systems support group; experience and proficiency in IT project management; experience and knowledge in executing a successful communications plan between key project stakeholders; and troubleshooting advanced technical problems of a complex or unknown nature with escalation to a vendor when it is appropriate or necessary.

Applicants must meet one of the following to qualify based on education:
Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
