Duties

Help

As a Senior Counterintelligence Advisor, IP-0301-00 you will be responsible for:

  • Representing the CI Directorate as the Deputy Director.
  • Providing focused recommendations to Director, CI concerning all aspects of CI. This includes interpreting national level, DoD and Service policies, programs and doctrine, and recommending initiation of appropriate procedures.
  • Preparing/Conducting assessments of the effectiveness of DSS' employment of integrated DoD CI assets in determining threats. In this regard, the incumbent is expected to develop alternative programmatic or policy approaches for consideration of the Director, DSS.
  • As appropriate, maintains liaison with programming, budgeting, technical, and requirements staffs within the Intelligence Community, OSD principals, and external organizations such as those in the Office of Management and Budget and Congressional Staff.
  • Reviewing Industrial Security Program for consistency and adherence to Director, DSS and DoD priorities. In this capacity, the incumbent reviews requests to initiate new programs and recommends significant changes to existing CI activities, especially strategies that are flexible and responsible in meeting the unique needs of DSS.
  • Contributing to the DSS Executive Steering Committee to ensure an integrated and enterprise approach in accomplishing DSS mission objectives. In support of the DSS Strategic Plan, execute its strategy and oversee implementation progress throughout any given performance cycle.
  • Developing financial strategies and resource policies for the CI function at DSS. Authors appeals to Congressional marks.
  • Representing the Director, DSS on interagency panels, committees, and working groups.
  • Performing special projects at the behest of the Director, DSS or Office of the Under Secretary of Defense for Intelligence and keeps abreast of intelligence activities and related disciplines that impact defense intelligence initiatives.

Eligibility for this position will be based on a clear and comprehensive showing that the applicant has had experience of the scope and quality sufficient to effectively carry out the assignments of the position. Applicants will be rated on the TQs identified below which are essential for successful performance in the position. These statements should be a narrative explanation of your relevant background and experience. They must show that your experience, education and accomplishments reflect the competence and professional standing required to provide expertise required by this position. TQ statements that do not clearly address the qualification criteria will not be adequate for evaluation. The employee for this position must possess:

  1. Expert knowledge of CI regulations, procedures, policies, and processes as well as law enforcement and intelligence organizational structures, functions, goals, and missions.
  2. Expert knowledge of the national and tactical intelligence cycle, capabilities, and methodologies.
  3. Knowledge of and experience in CI policy development and metrics, as well as the ability to innovate new methods, techniques, and processes needed to respond to evolving circumstances.
  4. Ability to manage human, financial, acquisition, technological, and information resources strategically.

Joint Duty Credit: All DSS executive level positions require Joint Duty Credit. Only those candidates who meet the Joint Duty Credit requirement will be eligible to compete/be considered for a senior executive position. Employees will receive joint duty credit for almost any rotational assignment to another IC component and may also be eligible to receive credit for service outside the IC (military, other government, or private sector) that was at least at the GS/GG-13 or DCIPS Pay Band 3 level, and it occurred on or after September 11, 2001. An external candidate, if selected, will be required to immediately apply for Joint Duty credit.
Note: Employees without Joint Duty Credit may apply for the position and can be considered. If selected, a waiver would be required prior to final appointment. DSS seniors without Joint Duty at the same tier level may lateral into the position if selected without requesting a waiver.
