Summary

Fish and Wildlife (F&W) implements and participates in actions to meet BPA’s fish and wildlife mitigation responsibilities under the Northwest Power Act and the Endangered Species Act (ESA).  BPA is required by law to mitigate the impacts to fish and wildlife to the extent affected by the construction and operation of the Federal Columbia River Power System (FCRPS).

As a Fish and Wildlife Administrator, you will:

  • Plan and independently carry out recurring, well-precedented work in support of habitat protection and enhancement projects, resident fish substitution and mitigation, hydro system issues, anadromous and resident fish hatcheries, anadromous and resident fish and wildlife habitat protection and enhancement, ecosystem coordination, watershed program participation and coordination, fish passage and irrigation intake screening in mainstream and tributaries, supplementation research throughout the basin, captive brood stock research programs for sockeye and other species, coded wire and Passive Integrated Transponder (PIT) tag fish marking, monitoring and recovery programs, and natural production research.
  • Perform a wide range of routine, well-established project management tasks to assist higher-graded specialists in carrying out their project management functions. 
  • Coordinate work with other departments to assure support for associated schedules and tasks are in line with project timeline.
  • Monitor performance and compliance with contract specifications, and works with the Contracting Officer to correct contractor problems.
  • Provide support to ensure that Endangered Species Act (ESA), National Environmental Policy Act (NEPA), and other regulatory requirements are met for projects including participation in preparation and review of ESA Section 7 consultation documents, Environmental Assessments and Environmental Impact Statements and other technical documents.
  • Assist in the preparation of expert testimony, position papers, issue papers, and other documents associated with fish and wildlife program activities.
  • Work within the electronic environments of Bonneville’s Business Enterprise System (BES) Passport/HRMIS programs, Electronic Records Management System (ERMS), Fish and Wildlife’s Fish and Wildlife project management software, and common spreadsheet and word processing programs to manage projects from initial proposal phase to contract completion and subsequent day-to-day online project/contract management.

To be eligible for the Recent Graduate program you must be a:

Recent graduate who has completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. 
-OR-

Student who within nine months of the closing date of this announcement will meet the education requirements and will graduate with a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. A student may not be appointed to a position until they have graduated.

-OR- 
Preference eligible veteran who was precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years after degree or certificate completion.

CONVERSION REQUIREMENTS: 

BPA has the option to convert a Recent Graduate to a permanent or term position upon successful completion of program requirements. This is not automatic, nor guaranteed. Conversion is at the discretion of the hiring manager and employing office.  

To be eligible to be converted to permanent or term position you must:

  • Be a U.S. Citizen
  • Be recommended for conversion by your manager. 
  • Complete all training and development requirements within the 1-year appointment period.
  • Successful completion of 1 year of continuous service.
  • Have demonstrated successful job performance.
  • Met OPM qualification standard for the position to which he/she will be converted.
  • A Recent Graduate may be converted to the highest GS grade level qualified for at time of conversion. This is at the discretion of the hiring manager and employing office.

Qualifications

GS-07: To qualify, you must have:

A. At least one year of specialized experience equivalent to the GS-05 grade level. Specialized experience is defined as applying knowledge of processes and practices of fish and wildlife administration sufficient to follow instructions, collect scientific data, provide routine reports and make presentations. OR

B. Successfully completed at least 1 full year of progressively higher level graduate education. This education provided the knowledge, skills, and abilities to do this work. OR

C. Met Superior Academic Achievement based on (1) class standing, (2) grade-point average, or (3) honor society membership. OR

D. Combination of qualifying graduate level education and specialized experience.

GS-09: To qualify, you must have:

A. At least one year of specialized experience equivalent to the GS-07 grade level. Specialized experience is defined as applying concepts, principles, and methodology of fish and wildlife administration sufficient to perform work using standard methods and techniques; identify and resolve problems; and provide detailed project reports to present findings. OR

B. A Master's degree or equivalent graduate degree. This education provided the knowledge, skills, and abilities to do this work. OR

C. Successfully completed at least 2 full years of progressively higher level graduate education leading to a Master's degree or equivalent degree. This education provided the knowledge, skills, and abilities to do the work. OR

D. Combination of qualifying graduate level education and specialized experience.

  3. Computer Skills: Uses computers, software applications, databases, and automated systems to accomplish work.
  4. Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information in a succinct and organized manner; produces written information, which may include technical material that is appropriate for the intended audience.

Basic Education Requirements: A degree in Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
