Duties

Help
  • Develop procurement packages for various acquisition needs that vary in complexisty. Procures and administers a variety of contracts which frequently require special quality assurance provisions or other specialized terms and conditions.
  • Serves as the principal contact for the contract and represents the agency in conferences with industry, state, and local governments pertaining to the procurement.
  • Incumbent analyzes proposals for conformance with the solicitation; performs cost or price analysis, including review of cost breakdowns to determine reasonableness.
  • Coordinates the establishment of a technical evaluation committee to determine acceptability of technical proposals; obtains required pre-award surveys to establish contractor responsibility.
  • Obtains audits and pricing reports to develop negotiation strategy.
  • Develops and maintains systems to evaluate and monitor contractual performance related to such areas as delivery, cost, and amount of progress or advance payments, effective use of government furnished property, scheduling and usage of facilities.
  • Plans and conducts post-award conferences to ensure compliance with, and full understanding of contractual requirements and to preclude unauthorized changes or alterations in contract provisions.

Qualifications

Meet Post-Secondary DHA "recent graduate" status via one of the following:
Awarded a degree by an institution of higher education from a public or other non-profit institution not more than two years before the date of appointment; OR
Expect to be awarded a degree by an institution of higher education (a public or non-profit institution) within the next 3 months; OR Completed a period of obligated service in a uniformed service of more than four years and was awarded a degree by an institution of higher education from a public or other non-profit institution not more than four years before the date of appointment.

Basic Education Requirements:
A. Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees; AND
B. At least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree).Selectee must be Level II certified (or eligible for certification within 24 months of appointment) in the contracting career field. Mandatory training, experience, and education DAWIA requirements will be used during the rating process. Please attach a copy of the highest DAWIA certification in contracting which you currently hold. Failure to pass a DAWIA course will be grounds for removal from federal service.In addition to the Basic Competency Requirements listed above, one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade in the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience for each grade level is described as follows:

GS-07 Specialized experience is defined as: Assisting with activities related to the award and administration of contracts for goods and services assuring that all activities performed are in compliance with applicable procurement regulations and procedures.
Examples of this experience could include: administratively collecting file documents, preparing documents for review under close supervision, and collecting contract performance information for assessment and evaluation by more experienced contracting professionals.

GS-09 Specialized experience is defined as: Performing activities related to the award and administration of contracts for goods and services assuring that all activities performed are in compliance with applicable procurement regulations and procedures.
Examples of this experience could include: demonstrated knowledge of commonly used contracting methods and contract types for contract actions that are based on application of sound business practices, evaluation of quotes, determination of contractor responsibility, and evaluation of contractor performance.

GS-11 Specialized experience is defined as: Independently performing duties involved with the award and administration of contracts.
Examples of this include: independently reviewing complex requests for procurement; providing guidance to others involved in the development of statements of work or data requirements; conducting pre-award conferences; processing protests; determining the responsiveness of bids; independently reviewing contractor performance to include monitoring contractor activity through personal contact or review to assure compliance; utilizing a variety of price/cost analysis techniques involving a wide range of related factors affecting contractors' costs to establish negotiation positions.

Time-in-Grade for a GS-07: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-05 or higher grade in Federal Service.

Time-in-Grade for a GS-09: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service.

Time-in-Grade for a GS-11: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service.

Education

Substitution of Education for Experience:
GS-07 - One full year of graduate level education or Superior Academic Achievement (http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply.

GS-9 - Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply.

GS-11 - Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply.

The minimum salary for grade GS-[07] is $42,656, the maximum salary is $55,451. The minimum salary for grade GS-[09] is $52,177, the maximum salary is $67,831. The minimum salary for grade GS-[11] is $63,128, the maximum salary is $82,069.

The full promotion potential is a GS-12. The minimum salary for grade GS-12 is $75,665, the maximum salary is $98,364.
