Duties

Help

Major Duties may include but are not limited to:

  • Provides advice and serves as the focal point for agency and national strategic planning and accountability and policy analysis for research, education, and extension programs of NIFA.
  • Investigates and develops new methodologies for assessing, evaluating, and measuring the impact of research, education, and extension programs, especially considering the difficulty of measuring and evaluating the medium- and long-term outcomes of these programs.
  • Motivates and guides employees, ensuring staff is appropriately utilized and developed, and adapting leadership style to various situations.
  • Plans, conducts, and/or participates in workshops with NIFA and university cooperators to facilitate a common understanding and application of impact assessment efforts for compliance with congressionally mandated accountability requirements under GPRA, GPRAMA, and AREERA.
  • Responds to customers and partners’ questions and concerns.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education, as identified below.

Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade.

All applicants must meet the following minimum qualifications:

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are:

Qualifying experience for the GS-15 level includes one (1) year of specialized experience comparable to GS-14 level; or its non-Federal equivalent which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position.  For this position, specialized experience is experience in developing major studies and evaluations related to impact assessment of programs; supervising or leading teams; designing, developing and implementing strategic plans outlining an organization’s long-term goals for major functions, performance measures, and reporting results; and developing and maintaining collaborations between partners and stakeholders in the strategic planning and performance management process.

  • Knowledge of program planning principles and techniques.
  • Knowledge in the application of a wide-range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness in complex systems, including business, non-profit organizations, and universities.
  • Skill in leading or supervising a staff of professional and support employees.
  • Interpersonal and leadership skills to deal successfully with managers, other agencies, groups, industry, and the general public.
  • Communication skills to relay highly visible strategic planning, performance reporting, and policy and information documents in order to influence professionals through leadership, demonstrated competence, and his/her contributions.

Supervisory/Managerial Competencies - the following KSAs will also be used to evaluate candidates in the interview and selection process:

1. Ability to lead and accomplish work through others (i.e. team building, conflict management, cultural awareness, strategic thinking, technology management, and political savvy.)
2. Ability to communicate with individuals or groups from diverse backgrounds in a variety of situations.
