Duties

Help
  • Serve as Special Security Officer (SSO) and Subject Matter Expert (SME) for Sensitive Compartmented Information (SCI) Administration.
  • Provide expert and authoritative advice and recommendations to the Command Security Manager (CSM) for all SCI Administration-related matters.
  • Interpret and adapt guidelines, Executive Orders, directives, regulations and work directions for application to specific security requirements and problems.
  • Interpret SCI Administration policy for application to specific security requirements and problems as they apply to the Intelligence Community, Department of Defense, Department of the Army and Army Futures Command (AFC).
  • Review, analyze and recommend positive courses of actions to unique organizational mission SCI-related security problems not resolvable by application of standard regulatory requirements.
  • Solutions developed often result in new/improved security methods, approaches or procedures.
  • Serve as alternate Special Access Program (SAP) Security Specialist for AFC.
  • Conduct security oversight inspections and staff-assistance visits as they pertain to SCI Administration management throughout AFC.
  • Validate individuals are eligible for SCI and SAP access. Evaluate derogatory information and notifications of unfavorable action; make recommendations regarding access decisions, to include interim access and termination of access.
  • Conduct annual SAP SCI refresher training for AFC personnel. Conduct pre-publication review of all SCI material. Conduct Foreign Travel briefings and maintain applicable reports.
  • Facilitate preliminary inquiries for security incidents involving potential disclosure of SCI material. Prepare, process, and coordinate Co-Utilization of Agreement (CUA) for SCI Facilities (SCIFs) and SAP Facilities (SAPFs).
  • Complete, submit and update SAP and SCIF accreditation requests for both ACOMs and non-ACOMs. Ensure only SCI cleared individuals are granted access to SCIFs.

  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within the first two years of employment.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-12). Specialized experience is defined as researching, interpreting and applying security and intelligence technical methods, policies, regulations, and procedures to provide advice and guidance on security program areas to include Communications Security (COMSEC), Operations Security (OPSEC), Personnel Security (PERSEC), Physical Security (PHYSEC), Automation Security and Industrial Security (INDUSEC) as it relates to Special Access Programs and Sensitive Compartmented Information (SCI) security.

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

This position has been identified for the Security Professional Education Development (SPeD) Certification Program. This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13. It is approved by the Assistant Secretary of the Army for Manpower and Reserve Affairs for use in the Army via the following memorandum: Memorandum, Assistant Secretary of Army for Manpower and Reserve Affairs, dated 8 September 2015, subject: Security Professional Education Development (SPeD) Certification Program. The SPeD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. This position requires the selectee obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.

Education

There is no substitution of education for experience for this position at this grade level.
