Summary

This position is located in the Department of Waterfront Operations and Training, United States Merchant Marine Academy (USMMA), Maritime Administration (MARAD).

This position is established to manage USMMA's afloat life cycle policies and procedures and to assist the Master in the management of the ship's operating budgets. Oversee the proper operation and maintenance of all ship's systems.

Duties

Help

Serves as the Chief Engineer aboard the T/V Kings Pointer:

  • Ensures all engine department personnel are familiar with USMMA’s Environmental Pollution prevention program and that it is executed to the fullest extent.
  • Integrates damage control objectives into the USMA damage control policy, training, and drills; and conducts drills in the Engine spaces in accordance with established policy to achieve and maintain proficiency in damage control scenarios.
  • Verifies that proper hot work procedures are followed in accordance with navy Occupational Safety and Health Program for Forces Afloat.
  • Oversees the upkeep of required engine department logs, records, and instructions. Oversees corrective maintenance, routine prevention maintenance, and checks in accordance with established procedures.
  • Responsible for supervision of Engine Department personnel, main propulsion and auxiliary systems, maintenance and repair activities, ABS and USCG inspections, support and assist the Deck department, assists with the training of deck officers.
  • Responsible for administering the emergency contact system.
  • Works with MARAD assigned Marine Surveyor for preparing the technical specifications for dry docking and in-port engineering repairs.
  • Monitors the sea projects of cadets assigned to the ship and provides assistance as necessary.

The duties and responsibility of this position require the employee to attain and maintain a United States Coast Guard (USCG) Limited Horsepower License. Minimum Motor License requirement of 4000hp and Standards of Training, Certification, and Watchkeeping (STCW) certification.

The ideal candidate is a highly motivated professional possessing integrity, stamina, and ingenuity, and capable of adjusting to various work environments, physical demands, and schedules while exercising overall command of a vessel with full responsibility for all matters pertaining to management of the vessel, operations, supervision of the crew, safe navigation, physical security, and safety.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • DRUG TEST: This position is subject to a random drug screening program administered by MARAD/USMMA.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: - Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

The duties and responsibilities of this position require the employee to submit to the following examinations:

  • Pre-Placement Medical Examination
  • Pre-Placement Functional Capacity Examination (FCE)

Qualifications

 To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for this position, you must have at least one year of experience, it must include:

  • Experience in the operation, maintenance, inspection and repair of shipboard machinery, propulsion systems, and engineering systems including the application of troubleshooting techniques.
  • Experience in development and execution of budget plans.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
