Duties

Help

The incumbent has responsibility for planning, developing, evaluating and supervising the work of staff on the Clinical Data Analytics Team.

Serves as a subject matter expert in Clinical Informatics, participates as needed in the clinical work of the organization, managing aspects of projects, training new employees, providing back-up to the staff.

Participates or Chairs multidisciplinary committees and promotes collaborative working relationships, informatics education and awareness.

Serves as the knowledge expert for the VA's electronic health record databases and provides users and other staff with consultative support and education.

Advises leadership in the informatics structure of programmatic and security requirements for data access and advises the medical center on directives, policies, and best practices from the ISO and OI&T offices for health data security and analysis.

Collaborates with OI&T to develop implementation plans for new software applications and releases.

Participates in formulating major administrative and clinical policies for clinical software packages in accordance with VA regulations.

Integrates software applications for clinical serves by evaluating the unique needs of the specific clinical service, reviewing the effectiveness of the systems and procedures and troubleshooting when functionality is compromised.

Plans work to be accomplished by subordinates, setting and adjusting short-term priorities and preparing schedules for completion of work, assigning the work based on priorities, evaluating the work performance of subordinates and advises/counsels/instructs the members of the team.

Interviews candidates for positions, makes selections for appointment, promotion or reassignment; hears and resolves complaints; effects minor disciplinary measures (warnings/reprimands) and identifies/provides needed training.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/30/2019.

Specialized Experience Requirements at the GS-13 level: One year of specialized experience equivalent to the GS-12 level in Federal Service. To be creditable, your application package must demonstrate the following knowledge, skills and abilities:

  • Ability to provide technical and administrative supervision to a team of clinical data analytics professionals.
  • Knowledge of the mission, functions and organization of a clinical informatics program.
  • Ability to examine highly complex systems, apply a range of analytical and evaluative methods to identify opportunities to enhancing performance and to resolve problems.
  • Knowledge of Laws and Federal Veterans Administration regulations, policies, guidelines as they relate to the service.
  • Ability to communicate both verbally and in writing with persons at different levels of the organization to facilitate problem solving and conflict resolution.

Physical Requirements: The work is primarily sedentary. Some work may require periods of walking, standing, bending, or climbing and employees may carry light items such as books, instruments, lap tops and other similar materials. The work does not require any special physical effort.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
