Duties

Help

As a Lead Transportation Specialist, you will:

  • Serve as FHWA’s focal point for the administration and direction of the Road Weather Management and Work Zone Management programs.
  • Provide national and international leadership and direction for the programs.
  • Establish, implement and maintain strategic plans for advancing state-of-the-art/state-of-the practice with respect to Road Weather and Work Zone Management.
  • Develop and execute policies and procedures to advance the implementation by State and local transportation agencies of improved and cost-effective approaches to road weather implementation and management practices that improve safety and mobility under adverse weather conditions.
  • Partner with industry, State and local transportation agencies, trade associations and other FHWA offices and the private sector on related program issues.
  • Serve as the Team Leader for an Agency team for mobility and safety, leading and coordinating efforts pertaining to adverse weather and work zones across Headquarters.
  • Provide leadership and oversight to the team, ensuring that programs are executed and products are produced and are consistent with the Agency’s strategic goals.

The ideal candidate is a Team Leader who has experience providing national and international leadership and direction to major programs. The ideal candidate has experience and skill in administering and directing Road Weather Management and Work Zone Management programs.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience advancing transportation system performance under adverse weather conditions, including establishing, implementing and maintaining a strategic plan for advancing a Road Weather Management program.
  • Experience advancing transportation system performance with respect to work zones, including establishing, implementing and maintaining a strategic plan for advancing a Work Zone Management program.
  • Experience leading a national program responsible for surface transportation system management and operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
