Summary

The Bureau of Consular Affairs (CA) is the public face of the Department of State for millions of people around the world. CA is responsible for the welfare and protection of U.S. citizens abroad, for the issuance of passports and other travel documentation to citizens and nationals, and for the protection of U.S. border security and the facilitation of legitimate travel to the United States.

This position serves as the Assistant Director (working title) of the Honolulu  Passport Agency.

Duties

Help
  • Assists in managing the passport agency/center to which assigned by providing expert direction, assistance, and support for all operations and activities.
  • Provides program direction to adjudicative staff engaged in applying passport acceptance procedures, evaluating documentary evidence, and adjudicating claims of U.S. citizenship based on a wide range of complex laws and judicial decisions.
  • Plans and manages the document integrity and anti-fraud program within the agency/center.
  • Exercises the full range full range of supervisory responsibilities and authorities, as delegated by the Agency Director, to ensure that the work of the agency/center is accomplished in a timely, efficient, and effective manner.
  • Represents the Bureau of Consular Affairs in dealing with state and local government officials, officials of other federal agencies, and in public relations with media, travel industry, and citizen groups.

  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • New supervisors must successfully complete a 1 year probationary period.
  • Incumbent will be subject to random drug testing.
  • Mobility Agreement is Required.
  • One year probationary period, unless excepted by regulation.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience developing new or modified administrative program policies, regulations, goals, or objectives;
  • Experience analyzing and evaluating the effectiveness of line program operations and meeting established goals and objectives;
  • Experience demonstrating knowledge of administrative laws, policies, regulations, and precedents applicable to the administration of key programs; and
  • Experience in planning, directing and coordinating program activities related to the passport adjudication, processing, anti-fraud, and acceptance functions. 

There is no substitute of education for specialized experience for the GS-14 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through"

Qualified candidates are assigned a score between 70 and 100.  Agency Career Transition Assistance Program (CTAP) or Interagency Career Transition Assistance Program (ICTAP) candidates must be rated "Well Qualified" for the position and earn a score of at least 85 (when applicants are rated in a range of 70 to 100) to receive consideration for special priority.
