Summary

This position is located in the Office of External Affairs (OEA) of the Overseas Private Investment Corporation (OPIC). The Office of External Affairs (OEA) is the focal point for information and data requests and is the face of OPIC for the general public. The incumbent is the first point of contact for press inquiries and advises top management on issues related to press and public affairs communications.

Duties

Help
  • Works to raise awareness to the media of OPIC and its programs/events; agency's role in global development; U.S. national security strategy, and OPIC's ongoing transition to the new U.S. Development Finance Corporation.
  • Communicates the agency's investments, initiatives and policies to local, national and international media, with a strong focus on educating Congress and the business community.
  • Establishes/maintains effective working relationship with print and broadcast reporters, press staff in Congressional offices and public affairs personnel in other Federal agencies and the in business community.
  • Drafts and distributes regular press releases on the agency's investments and activities.
  • Serves as primary agency spokesperson and responds to reporter queries. Arranges press conferences and press briefings, interviews, and editorial board meetings.
  • Analyzes and evaluates OPIC program needs and priorities to develop a press strategy.
  • Presents often complex or highly technical information in an easy-to-understand manner.
  • Manages a system for monitoring OPIC stories in the press, and organizing OPIC clips by subject.

Qualifications

Applicants must have one (1) year of specialized experience equivalent to the GS-12 level or pay band in the Federal service or equivalent experience in the private or public sector. Some examples of specialized experience would typically include, but are not limited to:
1) Experience in writing a variety of articles, blogs, press releases, talking points, press guidance, and speeches to convey information and clarify programs/activities to specialized audiences and the general public;
2) Participating in campaigns to convey complex information on specific activities, achievements, and other programs;
3) Drafting/implementing communication plans and developing responses to information requests from the media and interested public in written and oral form; and
4) Establishing/maintaining working relationships with a variety of audiences (such as the media, print, and broadcast reporters, members of Congress and their staffs, and the internal/external stakeholders and clients).

Only experience and education obtained by the closing date of this announcement will be considered.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.
