Duties

Help
  • Manages the database for Commitment Accounting System financial data base (GFEBS) to ensure all commitments, obligations and subsequent reconciliations are completed IAW established regulations and management controls.
  • Provides assistance to the staff on budget methods and formats; techniques of preparation, resource synchronization, presentation, and analysis; and development of workload information, expense (cost) factors, cost capturing and statistics.
  • Develops policies, procedures, and techniques to ensure the most cost-advantageous and effective methods of purchasing commercial products and services, within fiscal and regulatory constraints.
  • Analyzes the impact of operational mission in terms of the projected level of support requirements.
  • Conducts review of funds execution, identifies unfinanced requirements and prepares recommendations on the uses of available funds or strategies to obtain funds to support those requirements.
  • Maintain the Government Travel Credit Card Program and the Management Control Program.
  • Assists in the development of the Command Budget Estimate. Ensures the implementation of resource management policies is carried out.

  • In accordance with AR 690-11, this position has been designated as "Emergency-Essential". Emergency-Essential designation takes precedence over any transportation agreement or military recall status.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • The incumbent is required to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position may require employees to work overtime on a regular basis to accommodate peak workflow or respond to emergency situations, often under severe time constraints.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
  • This position requires the incumbent to secure, possess and maintain the Financial Management Level 2 certification.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Comparing figures in current estimates of funding needs by line item or object class with prior years expenditures; 2) Preparing preliminary budget estimates and reviewing justifications for program support activities; and 3) Compiling and presenting financial data, into work sheets, budget schedules, and other supplemental reports needed for budget and funding reviews. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration with concentration in Accounting, Accountancy.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

  • Direct deposit of pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • Locality pay does not apply in the overseas area.
  • Pay retention may be offered to successful applicants for positions at overseas locations.
